SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 999

December 18, 1997


The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, December 18, 1997 at 7:30 p.m. in the auditorium with President Davis presiding over the meeting.

1.1 CALL TO ORDER - Director Davis called the meeting to order.

1.2 SALUTE TO THE FLAG - Director Davis led the Board and the audience in the pledge of allegiance.

1.3 ROLL CALL - Directors Davis, Stone, J. Sherman, Arieta & D. Sherman were present.

1.4 TIME AGENDA ITEM - The announcement of the Holiday House Decorating Contest winners was scheduled for 8:OOPM and winners were invited so Director Davis announced that we would wait to hear this item until 8:OO PM.

2.0 COMMENTS FROM PUBLIC AGENCIES -

CHP Monthly Activity Report - In the absence of a representative of CHP, the administrator announced that the activity report has been published in the recent newsletter. Further, per the board's request, ticketing for violations of the No Parking for street sweeping has begun. She has received information that there were 10 tickets issued this past Monday, those home owners who were home were given verbal warnings and asked to move their vehicles. Director Arieta mentioned that people do put their vehicles back in the "no parking" area after seeing the sweeper pass by. The administrator warned that this should not be done because the enforcement officers will ticket based on the hours noted on the signs, not whether or not the sweeper has actually been by yet or not.

3.0 MINUTES OF THE PREVIOUS MEETING -

3.1 Approval of Minutes of Meeting No. 998, Thursday, November 20, 1997 - Director Stone with a second by Director Arieta made a motion to approve the minutes of Meeting No. 998, November 20, 1997. The motion passed unanimously.

4.0 FINANCIAL REPORT -

4.1 Approval of November 1997 Expenditures - Director Stone moved with a second by Director Arieta that the Board approve the expenditures for November, 1997. The motion was passed unanimously.

4.2 Discussion of Significant Variances - The administrator reported that there were no significant variances.

5.0 LIEN AND VIOLATION REPORT -

The administrator reported that there have been no (0) Release of Lien forms prepared since the November 1997 Board Meeting.

Director Stone made a motion to approve the Liens & Violation Report. Director Atieta seconded the motion and it passed unanimously.

6.0 ADMINISTRATOR'S REPORT -

6.1 Preliminary Results of Speeding Survey - The administrator reported that based on the speeding surveys returned to date with the annual assessment, there appear to be more people in favor of no raise in the current 25mph speed limit. A good number of surveys has been received to date.

6.2 The "Human" Race - The administrator reported that every county in the Bay Area has a coordinator. The association is being asked if we would be interested in participating in what is referred to as a "Human Race". This is a maximum 5K walk-a-thon with sponsors pledging $1, as example, per mile. They also discussed holding a Christmas in April. There was discussion of Pleasanton doing this in the past. The concern was a potential lack of participation within San Lorenzo. The suggestion was made to contact local organizations such as the San Lorenzo School District, Life Chiropractic College, etc. to see if they would be interested in a combined effort.

6.3 Other informational items - The administrator reminded everyone that the old Mobile sweeper has broken down beyond minor repair and last month, the board agreed that it would not be financially responsible to put any more money in to repairs. Since then, the administrator contacted a man who restores such machines and proposed that he take the old one and next year, for two months (the heavy leaf season) lease the Association a newer machine at no cost. The board agreed to this proposal. The administrator reported that sweeping is now catching up to our schedule. The administrator also stated that per Director Stone's request, she will be preparing an in depth analysis of sweeping costs for the past year or two.

Director Stone made a motion to accept the administrators report. Director Atieta seconded the motion and it was passed unanimously.

7.0 COMMITTEE REPORTS -

7.1 Council on the Prevention of Drinking and Driving - Jim Spears reported that the council is looking for funds and trying to expand it's program. He also proudly reported that the area has not had a youth fatality in nine years.

7.2 Youth Resource Committee - Dorothy Partridge - Dorothy Partridge reported that the purpose of this comniittee is to find useful activities for local youths after school. The purpose of the last meeting was setting goals. The goal would be to provide youth activities from 1-4 PM four days each week. They will need a coordinator but otherwise, the program would be staffed by volunteers such as the Sheriff's Department, Fire Department, HARD, & YMCA. Supervisor Steele has contacted the YMCA and they are willing to provide a part time coordinator for $15,000 per year. Raising these kind of funds would be very difficult so they're looking to the county to donate the funds. Mrs. Partridge stated that the local continuation school (7th - gth grades) let out at 1 PM and the principal is interested in being involved with some type of program. The committee's meetings are held on the first Monday of each month from 1:30 - 3PM. They have discussed changing the hours to make the meetings more accessible to the public. The next meeting is scheduled for Monday January 5, 1998 at 1:30 PM.

1.4 TIME AGENDA ITEMS - At 8 PM Director Davis stated that she would now announce the winners of the Holiday House Decorating Contest:

Prizes were donated by Shamrock Realty, The Village Realtors & Millie Arieta of Dutra Realty. Many winners received their prizes at the meeting. Via Bregani residents are to pick their prizes up at The Village Realtors' office at a later date.

8.0 OTHER BUSINESS -

8.1 Establishment of San Lorenzo AC Advisory Council - The administrator announced that at the request of Jim Spears, she spoke to Pat Piras to see if more things can be done with the bus service in San Lorenzo. The administrator stated that she will prepare an article for the next newsletter asking if there is any interest in serving on the AC Advisory Council.

8.2 Oakland Airport Expansion Report - Howard Beckman - The administrator announced that the EIR has been published. A letter was sent to the port commissioners in Oakland, by registered mail, commenting on the EIR. The major concern is the potential increase in plane traffic by three times over the next ten years; the noise and pollution involved. Regardless, the past Tuesday, the matter was passed by the commission. A comment was made that the County Supervisors appear to have been completely uninvolved in this issue. Supervisor Steele's assistant responded that to her knowledge Supervisor Steele has made some telephone calls but was waiting to hear back. This may have been done however, after the EIR was approved. The administrator will follow up on this matter with the City of San Leandro and the Supervisors office.

2.0 COMMENTS FROM PUBLIC AGENCIES -
Randy Skarpul of the Sheriff's Department arrived and reported on the crime stats and community policing. He reported that there was an increase in officers in San Lorenzo during the holiday season. They have participated in the Feed the Needy program this year and felt it was a successful endeavor. He stated that he believes they are making real progress in reducing the number of homeless living in the area. They are also meeting with local bank managers to attempt to reduce robberies. Director Arieta asked what is being done about the continued problems on Via Andeta in San Lorenzo. She believes that it is apparent there are drug roblems and wondered why a "sting" operation hasn't been initiated. Although he could not comment on this directly, Officer Skarpul said that there is something in the works. Resident Keith Barros commented that he has noticed a reduced number of pan handlers in San Lorenzo but that the problem is not gone. He also asked for advice for people when they are directly confronted by a pan handler. Officer Skarpul responded that people should complain to the business owner if they are in a business lot. He has been speaking with local business owners and most are willing to file complaints when complaints are brought to their attention of activities occurring at or around their establishments. If the contact is hostile, the police can be called and a citizens arrest made.

9.0 COMMENTS FROM BOARD MEMBERS -

* Director Stone announced that the annual assessment billings have been sent out and become due soon. He also wished everyone a Merry Christmas.

* Director Arieta reminded everyone of the ongoing Home of the Quarter contest. She encouraged people to call in their favorites.

* Director Davis thanked American Legion for providing the lighted Christmas tree for our meeting.

10.0 PUBLIC COMMENT -

* Jim Spears commented that it is important that people participate with the AC Transit Advisory Committee. San Lorenzo could loose the 93 line if the number of riders don't increase.

* Keith Barros commented on the recent speeding survey. Although he is happy with the response so far, he believes that there were many misleading comments/factors in the survey. Since it went out, he's spoken to several home owners who read it, completed it and returned it. He believes that many people misunderstood much of what was in the survey because of the way it was written and claims that many have said they would have voted differently if they had understood it. Director Davis wanted to clarify something said by Mr. Barros. She worked closely with him to prepare suggested wording for the survey. However, at no point was she able to or did she commit to publishing it word for word.

* Howard Beckman arrived and reported that he has heard that San Leandro & Alameda are planning to file a lawsuit regarding the Oakland Airport EIR.

* An unidentified resident asked about putting speed bumps on Via Primero to slow traffic. He was informed that this is decided by Alameda County Public Works and that contacting them in writing directly would be most effective in getting an answer to his inquiry.

11.0 ADJOURNMENT - Director Stone made a motion to adjourn the meeting. Director Arieta seconded the motion and it passed unanimously, adjourning the meeting at 9:05 PM.
