MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1188
December 18, 2008
1.1 CALL TO ORDER - The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, December 18, 2008. President Wulf Bieschke called the meeting to order at 7:46 pm.
President Bieschke announced that there was no quorum for the meeting so the Board would not be able to take any action on the agenda items.
1.2 SALUTE TO THE FLAG - President Bieschke led the Board and the audience in the pledge of allegiance.
2.3 ROLL CALL - Directors Wulf Bieschke, and Mel Medeiros were present. Director Pat Pebelier and Director Kathy Martins were absent due to illness. Director Wright was absent due to deaths in her family.
2.O MINUTES FROM THE PREVIOUS MEETING -- No motion could be made due to a lack of quorum.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 CHP -- Officer Tuazon reported the following statistics for the past month:

Tuazon stated that the "Avoid the 21 Campaign" is in full force during the holiday season. There are check points throughout the unincorporated areas. A resident asked what should be done if they notice someone driving erratically. Tuazon stated to get as much information as you can about the vehicle and the individual driving.
Resident Steve Daly reported that there are individuals constantly speeding on Via Alamitos especially those on motor cycles. He asked that the CHP put more speed trailers in the area.
Director Bieschke suggested that there be a truck inspection on Grant Avenue. He has observed more trucks than usual. Tuazon stated that he would look into this, and perhaps his department could set something up at the end of Grand at Wortherly Ave.
3.2 Sheriff's Department
Deputy Liskey said that he was out of state last month and apologized for missing the meeting. He reported that on November 25, 2008 the Cop Shop provided dinner for several needy families. They also provided gifts for 176 children for the holidays.
Liskey reported that car thefts are on the rise in San Lorenzo. The night of December 13-14th, 2008 there were over 10 vehicles stolen in this area. He noted that a lot of these vehicles were taken due to owners warming their respective cars up prior to getting into them, or people leaving keys in the ignition while they make a quick stop to grab an item from the store. He reminded residents that they need to make sure they secure their vehicles and be aware of their surroundings. The sheriff's department is trying to put together an operation to deal with this rise in vehicle thefts. They already have more patrols in San Lorenzo to deal with this issue.
Liskey noted that the Holiday Crime Suppression started after Thanksgiving and thus far they have had 90 arrests. The Citizens Academy participants graduated last night and the "Avoid the 21" campaign has been in effect for six days and they have arrested 151 persons for driving under the influence.
A resident asked about any new updates on the Via Bregani shooting. Liskey stated that there are no new updates and the report in the Daily Review a few weeks ago was not verified.
Resident Beverly Krall asked about how she might sign up for the next Citizen's Academy, she stated that she called the Cop Shop and has not heard back. Liskey noted that the Association would have flyers soon and he would be getting back to her after the New Year.
3.3 Supervisor Lai-Bitker - No one was present. President Bieschke stated that he has been seeing a rise in graffiti in the area. The redevelopment agency will only take care of graffiti in their redevelopment area. Bieschke stated that he has been corresponding with Lai-Bitker's office and has not yet received an answer back from her chief of staff, Shawn Wilson, who noted that there is a gang problem throughout the area. Bieschke questioned whether the School Resource Officers (SROs) are following through with locating these teens at the schools when they are presented with pictures of the graffiti and wanted to be clear on the process. It was noted that the SROs are inundated with issues at the schools themselves, and often do not have the time to pursue graffiti issues. The county is working on ways to deal with graffiti in a more pro-active manner, but this would require additional funding at a time when funding is scarce. President Bieschke suggested a graffiti committee which would have local residents involved.
3.4 Zoning Enforcement Report -- Reports were left for residents on the back table.
3.5 Public Comment - Items Not on the Agenda -- Steve Kirk from Via Coches brought information for staff on foreclosed properties.
4.0 FINANCIAL REPORT
4.1 Approval of November 2008 Expenditures -- Continued to January 2009 meeting.
5.0 ADMINISTRATOR'S REPORT
5.1 Informational Items -- The Administrator noted that there were no informational items to discuss at this time.
6.0 OTHER BUSINESS (motions may be required)
6.1 Library Renovation Artwork -- This item will be carried over until January's meeting.
6.2 Streetscape Project - Directors Pebelier and Bieschke -- Director Bieschke reported that there was a redevelopment meeting that discussed the streetscape designs for Hesperian Blvd. There were preliminary drawings that he handed out to the audience to look at. The tentative completion date would be sometime in 2011. The plan would put underground electricity in the area as well as re-landscape the medians.
Director Medeiros noted that there needs to be a new welcome sign at the intersection of Grant and Via Alamitos, where the old Village Realtors was. He also asked that something be done about the Village Realtors lot which is still fenced in with chain link and overgrown with weeds. The Veterans Memorial needs to be moved. Medeiros stated that we are not honoring our veterans with the way it looks now.
6.3 Update on the Russell City Power Plant -- Carried over until the January 2009 meeting.
7.0 COMMITTEE REPORTS
7.1 Winter Holiday Festivities - Directors Wright and Martins -- Director Bieschke thanked Directors Wright and Directors Martins for the event , it was very successful. He also thanked Jim Ready for stringing up the lights on the tree and making sure that they were in working order. Bieschke thanked Director Medeiros for getting the Arroyo marching band and choir to entertain the volunteers and the crowd.
7.2 Community Engagement Committee - Director Martins -- The Administrator noted that Director Martins is asking for more volunteers to participate in the committee which will be involved in things like the Annual Children's Halloween festival as well as other community outreach projects.
7.3 Hayward Area Recreational District ( H.A.R.D.) Committee - Director Medeiros -- Director Medeiros stated that he has put his application in but has not heard back from H.A.R.D. He should be appointed to the committee in January 2009.
President Bieschke reported that at the last H.A.R.D meeting the BMX track was heard and it was approved. The track will be set behind the San Lorenzo Adult School, adjacent to the soccer field. Funding is being provided through The National Bicycle Association. H.A.R.D. will not be running the BMX tract. It will be done by volunteers. The final step for approval is for the item to be heard by the San Lorenzo Unified School Board and then it can begin to be constructed. This is a positive thing for the youth in our community.
8.0 PUBLIC COMMENT
Resident Keith Barros acknowledged some of the positive things the association has accomplished in the past several years. He said that without the association our community would be suffering in many ways. He asked those residents who do not think that the association is doing anything to contribute ideas and come to association meetings and let the board know what they would like to see changed in our community.
9.0 COMMENTS FROM BOARD MEMBERS -- None.
