MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1137
December 21, 2006
1.1 CALL TO ORDER -- The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, December 21, 2006. President Ledesma called the meeting to order at 7:10 to allow the San Lorenzo Challenger Division to give a presentation to the Board of directors.
1.2 SALUTE TO THE FLAG -- President Ledesma led the Board and the audience in the pledge of allegiance.
1.2 ROLL CALL -- Directors Patrick Ledesma, Wulf Bieschke, Jim Sherman, Peggy Sheridan and Pat Pebelier were present.
1.3 SPECIAL PRESENTATION TO SAN LORENZO VILLAGE HOMES ASSOCIATION FOR SPONSORING THE CHALLENGER DIVISION OF THE SAN LORENZO LITTLE LEAGUE -- Challenger league participants Tyler Sherman and Nikki Lowe presented appreciation plaques to the Association Board of Directors for the Association's sponsorship of their team in last year's Little League Season.
1.4 The Association Board of Director's Candidate Forum followed this presentation. Four candidates are running for two (2) seats that are up for election. Each candidate was given a chance to answer a series of questions presented to them by audience members.
1.5 Holiday Tree Lighting Contest Winners -- The Administrator announced the winners of the holiday tree lighting contest and they were awarded prizes. (See Attachment A)
2.O MINUTES FROM THE PREVIOUS MEETING -- Director Sherman moved to approve the notes taken at Work Session Number 1136 and the Board minutes as amended from the meeting Number 1135. Director Pebelier seconds the motion. The Work Session notes and the Board minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 Alameda County Sheriffs Dept. -- Deputy Litsky gave statistics for the past two months which he was unable to produce prior to this due to computer complications. [See November minutes for October statistics]

Liskey encouraged homeowners to report graffiti so that the sheriffs department can follow up
With this problem that will increase with the holiday break and the kids being out of school. He also asked that call the sheriffs department if they think there is a problem in their respective neighborhood, especially during this time of year.
Liskey reported that the Sheriffs department is involved in several activities. They are currently doing the "Avoid the 21" campaign wherein they have sheriff and law enforcement agencies from other cities and areas out in full force during the holiday season to suppress crime. They have 88 DUI arrest since last Friday night due to this enforcement. This campaign will be running through January 2, 2007. His department has also seen a huge increase in drug arrests due to this enforcement and the emphasis that his department has put on its personnel around drug crimes.
Liskey said that the sheriffs have another sting going on called the "Shoulder Tap" which puts a 16 year old in front of a liquor store asking for adults to buy liquor. They have had arrested five adults thus far with sting. Liskey noted they are training new businesses and existing businesses about the sale of liquor and tobacco and trying to educate them about how to prevent situations where underage selling or other crimes can occur.
Liskey said that they have a toy drive going on at the Cop Shop. They had over 300 kids visit Santa at the Ashland Community center. He also said that the sheriffs department will be adding four new technicians to the force for abandoned vehicles and parking tickets. They are interviewing now and will have them on the streets as of the second week of February 2007. This program will be self sufficient and will deal mainly with vehicle abatement and parking issues.

Officer Hahn stated that from December 16 through January 2 there is maximum enforcement for DUIs with law enforcements participation in "Avoid the 21". More officers will also be on the street but the main focus will be on DUI enforcement.
Hahn reported on the accident that took place on December 4, 2006 that killed a man on Washington Ave. The truck driver had stopped in the center divide, also known as the "suicide lane" to go to the 7-Eleven across the street. As he was returning to his vehicle he was struck by another car. He was not in the cross walk and it was later in the night. The accident is still under investigation.
Hahn warned residents about winter driving and gave tips of slowing down in foggy or rainy weather or any other conditions that limit visibility. Also make sure that your tires are filled to the correct capacity and that they are not warn and are in good condition.
Director Bieschke asked the officer if there has been more than one fatality on Washington Avenue in that same area. Hahn stated that there have been two fatalities including the recent one. The last incident happened 12 years ago. His agency is working to set up a sting in that particular area for pedestrians who are jay-walking in that area and are not utilizing the crosswalk.
3.3 Supervisor Lai-Bitker -- Staff member Kevin Dowling reported that his office has been working with the Youth Committee and has helped the San Lorenzo School District secure funding through the state. Seven San Lorenzo Schools were awarded funding for after-school activities for San Lorenzo students.
3.4 Zoning Enforcement Report (See Attachment B)
3.5 Public Comment - Items Not on the Agenda -- Resident Kathie Ready stated that the graffiti at the Bockman shopping center and the dumping of garbage on Bockman is obviously the residents of San Lorenzo. She stated that residents should report any activity in and around the area and call the Sheriff.
4.0 FINANCIAL REPORT
4.1 Approval of November 2006 Expenditures and discussion of significant variances -- The Administrator noted that the Association is now over the estimated budget for Hall rentals. This may be because a bigger discount is given to Association members who rent the hall on the weekends.
Director Bieschke makes a motion to approve the November 2006 expenditures, Director Sheridan seconds, the motion carries unanimously.
5.0 LIENS AND VIOLATIONS REPORTS
There have been two liens released since the last board meeting.

6.0 HEARINGS AND VARIANCE ISSUES
6.1 Hearings
1. 639 Via Potrero -- Building shed in back yard without plans submitted. Owner never submitted plans;
giving the owner 10 days to re-submit and revisit in 30 days for referral to attorney.
2. 16057 Via Media -- Trailer stored in driveway. Owner has agreed not to store in driveway. Closing.
3. 16122 Via Alamitos -- Dirt accumulation and trailer stored in driveway with people living in it. Fine, ask for paint plans and refer to attorney.
4. 17263 Via Chiquita -- Lack of front yard landscaping. Fine and refer to attorney.
Revisit the following hearings:
1. 15976 Via Alamitos -- Revisit front yard landscaping. Much better, closing.
2. 17490 Via Arriba -- Revisit front yard lawn maintenance. Much better; closing.

6.2 Variances
1. 1772 Keller Ave. -- Application for homing pigeons in the back yard. Board denied.
2. 15809 Via Alamitos -- Application for side yard fence to street to prevent accidents with cars/house. Board denied and the administrator is getting assistance of Alameda County Public Works to review the situation.
3. 15895 Via Media -- Car port application. Board denied, not consistent with car port policy.
Director Sherman approved the Hearings and Variances as read Director Pebelier seconds, the Motion carries unanimously.
7.0 ADMINISTRATOR REPORT
7.1 Informational Items -- The Administrator thanked resident Jim Ready for his many hours of volunteer work for the Association. He recently put up the lights for the "tree lighting" ceremony and has helped repair benches and put up the Association's new bill board.
7.2 Update on Oro Loma Garbage Can Stickers -- The Administrator reported that she attended another Oro Loma meeting asking their board to help pay for the stickers on the garbage cans and their willingness to have their number along with the Homes Association's on the stickers for information purposes. None of the board members present would agree to do any of it. The Association will have to pay for the stickers and Oro Loma's phone number will not be on the stickers.
8.0 OTHER BUSINESS
8.1 Update of Civic Partners Meeting -- Director Ledesma noted that the board currently has no new information about Civic Partners and its plans with the old Mervyns square area. Albertsons was sold to Save Mart last month. The store will be in escrow until February of 2007 and no one from Civic Partners is willing to commit until that time. Ledesma stated that as the Board President he has been e-mailing Mike Herraro from Civic Partners on behalf of the Association, but is displeased with his response. It appears that there will be no compromise or additional information about where they want to take the project until Albertson's escrow is closed. He stated that he and the board are very disappointed in the developer and extremely frustrated at the lack of communication that is presently going on with Civic Partners.
9.0 PUBLIC COMMENT
Ready thanked the Board at the end of 2006 for the type of the Board it has been and is going to be. She stated that she is also very impressed with the residents who keep coming to the Board meetings on an ongoing basis.
Resident Lou Arecelli stated that he is concerned about what will go into the vacant area where the old Mervyns was located. Director Ledesma reiterated that they are not sure where the project is going at this point. He noted that when they had met with Civic Partners they asked that they move to more retail in the area or "Plan C" which would leave Albertsons where it was and get additional retail in the Mervyns area. Civic Partners did agree to move to this plan if Albertsons would not agree to move back in April 2006.
Arecelli asked what would prevent the developer from just putting housing where the old Mervyns used to be. Ledesma stated that the Board has encouraged and wants retail in that area. Director Sherman stated that this Board has been pushing for retail for some time. The Board is listening to the residents who are saying that they want retail too. He noted that the board and the residents are on the "same page" and that the Board is not willing to change its position unless most of the residents change their positions.
10.0 COMMITTEE REPORTS
10.1 Report on the Redevelopment Committee -- Director Pebelier reported that the committee discussed the single family rehabilitation program and agreed to increase the project to smaller residential landlords for their respective properties. There is also a banner committee working on banners for the streets in San Lorenzo and this will be discussed further at the next meeting.
11.0 COMMENTS FROM BOARD MEMBERS
Director Pebelier and the other Directors thanked everyone for coming and wished everyone a Merry Christmas.
Director Sheridan stated that it has been very difficult working with Civic Partners to develop the Mervyns Square. She wanted residents to know that the Board of Directors also feels frustrated about this process.
Director Bieschke asked residents to donate to "Operation Mom" which is collecting items to send to soldiers in Iraq. The Association office is currently taking donations now through New Years.
12.0 ADJOURNMENT -- President Ledesma adjourned the meeting at 10:01 pm.
