MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1101
December 16, 2004
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was
held Thursday, December 16, 2004.
1.1 CALL TO ORDER -- President Kathie Ready called the meeting to order at 7:32 p.m. 1.2 SALUTE TO THE FLAG -- President Ready led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Kathie Ready, Jim Sherman, Pat Pebelier, Peggy Sheridan and Patrick Ledesma were present.
2.O MINUTES FROM THE PREVIOUS MEETING
Director Sheridan moved to approve the minutes from the Meeting No. 1100 November 2004. Director Pebelier seconds the motion. The minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 Alameda County Sheriffs Dept. -- Deputy Finton gave statistics for the past month:

Finton noted that there has been an increase in auto thefts in the Village. He reminded residents to
lock their vehicles and park them in well lit areas. He also suggested anti-theft devices and alarms
for vehicles.Director Ready asked about the big semi's on Via Arriba. Every night they are parking on Via Arriba. She asked whose responsibility it is to ticket these vehicles. Finton noted that both the sheriffs and the CHP can ticket these vehicles. He stated that he would alert patrols in the area about the trucks so that could try and take care of this problem. He also suggested the idea of a task force with both sheriffs and CHP officers to work together one night a week ticketing problems in San Lorenzo.
3.2 CHP -- Officer Tress reported on the following statistics:

The time will be announced. He invited all residents to come.
Dowling stated that he got an update today on the status of the improvements to the Lorenzo Manor Shopping Center. The owner was working on putting up the awnings today, however she is now past the due date given her to improve the property, which was 12/12/04. Darrel Gray is sending her a letter saying that she is over due and the county does have 50K of her money to do the work if she does not. Director Sheridan asked about the paint. She had thought that the owner was supposed to paint the center prior to putting up the new awnings. Dowling stated that he would check on this and get back to the Board or the Administrator.
Dowling stated that PGE has distributed some of its funds for damaging the trees when it "V" cut them several years ago. Eleven (11) trees have been fixed by PGE on Via Manzanas. Dowling is following up with PGE to get more of the damaged trees repaired.
Dowling also announced that Supervisor Miley is having a contest to rename the "unincorporated" area of San Lorenzo, Ashland and Cherryland. (See Attachment A)
3.4 Zoning Enforcement Report -- Bruce Babcock reported on the new Vehicle Ordinance the county is imposing that deals with vehicles that are parked on roadways that are over a certain weight or that have the capacity to carry a certain weight. He also reported on the zoning enforcement for the past month. (See Attachment B)
3.5 Public Comment - Items not on the Agenda -- (Timed Agenda Item 7:35 see 8.1*)The Holiday Contest Winners were asked to come up and receive their prizes. See attached list of winners (Attachment C)
4.0 FINANCIAL REPORT
4.1 Approval of Expenditures and discussion of significant variances -- The Administrator reported that there were no significant variances this past month..Director Sheridan makes a motion to approve the November 2004 expenditures including payroll, Director Pebelier seconds. The motion carries unanimously.
5.0 LIEN AND VIOLATION REPORT -- The Administrator reported that no liens had been released since the November meeting. The following violation letters were reported:

6.1 Hearings
a) 18066 Via Rincon -- Lack of General Maintenance. Refer to county, fine and refer to attorney.
b) 718 Paseo Grande -- Lack of General Maintenance. Trailer in yard, debris, unpaved parking. Refer to
attorney and fine.
c) 15781 Paseo Largavista -- Lack of Gen. Maintenance. Exterior Paint needed, stored vehicle, dead lawn, fences in disrepair, debris in driveway. Refer to attorney for contempt and fine.
d) 16166 Via Descanso -- Stored Vehicle. Continued for 30 days then fine if not corrected.
e) 16033 Via Media -- Debris in front of residence. New owners continued for 30 days then will re-send
notice.
f) 16177 Via Milos -- Play structure and debris in front yard. Fine and refer to attorney.
6.2 Variances
A) 16133 Via Walter -- Gate Design. Approved with new design.
B) 1754 Via Redondo -- Exterior Paint. Denied.
C) 911 Via Bregani -- Exterior Paint. Denied but given new colors to choose from.
D) 15750 Via Cordoba. Exterior Paint (Already painted). Denied.
E) 16006 Via Harriet -- Fence around front yard. REVISTED AGAIN FOR POSTS. Approved.
7.0 ADMINISTRATOR'S REPORT
7.1 Oro Loma follow up -- The Administrator noted there was no new information. She is still trying to get Waste Management to put the waste cans back where homeowners are leaving them. She has told Waste Management that the Association will not be moving its street sweeping day in Friday's area.
7.2 Comments -- The Administrator introduced Matt O'Brien, who is the new reporter for the Daily Review who will be covering San Lorenzo.
8.0 OTHER BUSINESS
8.1 Recognition of Holiday Winners (set item @7:35 pm*) -- See Public Comment 3.5 above.
8.2 Foreclosure Policy for 2005 (See Attachment D) -- Director Ledesma makes a motion to approve the Foreclosure Policy for 2005, Director Sherman seconds. The motion carries unanimously.
9.0 PUBLIC COMMENT -- None.
10.0 COMMITTEE REPORTS
10.1 Airport Committee -- Ernie Delligati reported that as of November 30, 2004 the Hayward Airport has a notice to all pilots parting and arriving about noise abatement procedures. Delligati stated that the FAA has rejected additional noise abatement recommendations from both he and Pete Stark; he will continue to follow up with this and will report back.
10.2 Library Committee -- Director Sheridan stated that at the last meeting they discussed the pros and cons about where a new library for this unincorporated area would be placed. There has been no final decision. Sheridan encourage residents to come to library meetings and give input. There is an opening on the Library committee, anyone interested should contact Kevin Dowling, staff at Lai Bitker's office.
11.0 COMMENTS FROM BOARD MEMBERS -- Board Member Sheridan thanked the staff for a great job in 2004. Director Pebelier stated that she appreciated all the hard work that has been done for the Association this past year and thanked all the personnel.
12.0 ADJOURNMENT -- President Ready adjourned the meeting at 9:05 p.m.
