MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1087
December 18, 2003
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday,
December 18, 2003.
1.1 CALL TO ORDER -- President Kathie Ready called the meeting to order at 7:40 at pm.
1.2 SALUTE TO THE FLAG -- President Ready led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Kathie Ready, Jim Sherman, Pat Pebelier, Enrique Barboza and Peggy Sheridan were present.
**8.1 Timed Agenda item -- Holiday Home Decorating Contest Winners were announced by Director Ready and congratulated by the Board. See Attachment A.
2.O MINUTES FROM THE PREVIOUS MEETING -- Director Sheridan moved to approve the minutes from the November 2003, meeting Number 1086. Director Pebelier seconds the motion. The minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 CHP -- Officer Plant reported.

He stated that although many residents have gotten these tickets repeatedly, they still continue to pay them and violate the law. Tuazon stated that they will continue to patrol Alamitos on an ongoing basis for parking violations.. A resident asked that the CHP patrol again on Channel Avenue for speeding in the afternoon and evening hours.
3.2 Sheriffs Report -- Deputy Jerry Finton reported on the following crime statistics:

Finton reported that the next COPP Shop Bay School meeting will be held on January 14, 2004. The topic
will be Search and Rescue. He announced that the Sheriff's office will be delivering gifts to children and families on December 23, 2003. He thanked all those residents who donated to the event.He also announced that the kick off for the avoid the 21 will be tomorrow night. This means that there will be extra bike and auto patrol from 21 agencies for the sole purpose of targeting drivers under the influence.
3.3 Supervisor Alice Lai-Bitker -- Staff member Kevin Dowling reported that the Youth Collaborative for San Lorenzo, Ashland, and Cherryland applied for a grant which they recently learned they received. The Grant is for $45,000 and former staff member Ray Grangoff will be one of the persons involved in helping to plan the implementation of the grant.
Dowling also reported that the new Governor of California, Arnold Schwarzenegger, is going to back fill the license fee funds he repealed. It is unclear where the money he is "back-filling" will come from, but this means that the county will not lose as much revenue as it previously thought it would.
3.4 Public Comment - Items not on the Agenda -- None.
4.0 FINANCIAL REPORT
4.1 Approval of November 2003 expenditures and discussion of significant variances -- The Administrator noted that medical insurance for employees had gone up and that she had spoke with the Board about the increase and will report back on the Board's decision at the next meeting.
Director Sherman approved the November 2003 expenditures including payroll, Director Sheridan seconds, the motion carries unanimously.
5.0 LIEN AND VIOLATION REPORT -- The Administrator reported that there was one (1) lien released since the last Board meeting.

6.1 Variances approved/disapproved at the work session:
A. 820 Grant Ave -- second-story addition. Approved.
B. 97 Paseo Grande -- backyard shed with 2 ft set back from fence, dimensions of 4x6 ft with peak no higher than 6 ft,walls 5 ft (wooden shed with shingles to match existing roof of house). Need further information from owner to approve.
C. 17380 Via San Ardo -- appeal for backyard shed, 15 ft peak with 8 ft walls. Denied.
D. 17403 Via Carmen (continued); 16153 Via Harriet (continued); 15968 Via Pinale -- repainting. Approved.
7.0 ADMINISTRATOR'S REPORT
7.1 Informational Items -- The Administrator asked resident John Partridge to update the Board on Oro Loma's plans for the recycling bins/trucks in San Lorenzo. Partridge stated that at the last Oro Loma Board meeting they voted to move forward with the new recycling trucks in San Lorenzo. This means that residents will need to put these bins in the street on their pick up days so that the new trucks can get these receptacles picked up with these new machines. Partridge stated that the next garbage bill would notify residents of this change. He noted that residents will now be able to put more into these recycling containers and that each residence will be able to schedule tow (2) bulky pick up days a year now, instead of one (1).
Many of the Board members voiced their concerns about where these bins will be put with all the cars that are currently parked in the street in some neighborhoods. Director Ready said that there are already no places to put them in the street without causing accidents for those backing in or out of their driveways. She asked what would happen if residents continued to put them at the edge of the driveway. Partridge noted that they would still have to get out of the vehicle to pick them up. Ready suggested that residents continue to put them at the edge of their driveway. She noted that when Oro Loma representatives were at one of the Association Board meetings discussing this idea, they were asked to find out who would be liable should an accident occur and what legal steps do they have in place to protect residents. This question as well as others were never answered. Director Pebelier asked whether emergency vehicle access would also be hindered by these cans left in the street.
The Administrator stated that she would invite our elected Oro Loma Board members to the January Board meeting to address our concerns and answer questions. If they are unable to come, she will try to get more information for the Board at the January meeting.
8.0 OTHER BUSINESS
8.1 Recognition of the Holiday Winners (set item at 7:35 p.m.)**see above.
8.2 Management of Heritage Homes Tract -- The Administrator reported that the Association currently has a tract of homes off of Nielson (Devonwood and George Way) that has two (2) Associations. This tract, when built, was set up to not only be under the management of the San Lorenzo Village Homes Association, but another management company as well. They have two sets of CC&Rs, by-laws etc. For several years the Association office has heard from residents that they were unhappy with their other management company whom they pay monthly dues to.
This neighborhood organized its Board and fired the management company. It subsequently came to the Administrator and asked that the San Lorenzo Village Homes Association take over the management . The Administrator asked the Board if she could meet with this neighborhood to get a proposal to them about possibly agreeing to take on the management. This would be acceptable only if no San Lorenzo Village Association funds would be needed to manage this tract. She asked the Board to direct her to work with this group for the next two months and see if a proposal can be agreed upon and implemented.
The consensus of the Board was to have the Administrator look into the additional management of this tract and to report back with more details at the January 2004 Board meeting.
8.3 Cellular Phone contracts -- The Administrator stated that she had found out that cellular companies pay a lot of money to property owners who allow them install cellular phone poles on their property. The poles can be hidden in fake tree trunks so that they do not look unsightly. She asked the Board if it would allow her to look into finding out if there were any cellular companies who would be interested in the Association property. This would be additional money for the Association. Director Sheridan stated that she would like to see any agreement prior to its implementation. The Administrator stated that if she found that a company was interested, she would bring any plans back to the Board for approval.
The consensus of the Board was to allow the Administrator to investigate whether or not any cellular companies would be interested in the Association property for a use of for it cellular transmissions.
9.0 PUBLIC COMMENT -- None.
10.0 COMMITTEE REPORTS
10.1 Airport Committees -- No report.
10.2 Library Committee -- The Administrator announced that the Board of Supervisors did not agree at this time to match funds for the library grant that San Lorenzo needed for its application. Without this community support San Lorenzo would not be able to put in for grant funding. She thanked Supervisor Alice Lai Bitker for her ongoing support for San Lorenzo. The Administrator stated that even in the midst of criticism by other Board members, Lai Bitker held her ground supporting the San Lorenzo community and she thanked she and her for her commitment to the community.
11.0 COMMENTS FROM BOARD MEMBERS -- Director Sheridan stated that when she and her husband were driving around reviewing the variances she saw a lot of improvements in the Village area. She thanked residents for upgrading and improving their homes. She stated that she has seen these renovations more and more and is encouraged by what residents are doing in the Village to upgrade and maintain their properties.
12.0 ADJOURNMENT -- President Ready adjourned the meeting at 8:32 p.m.
