MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1099
October 21, 2004
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was
held Thursday, October 21, 2004.
1.1 CALL TO ORDER -- President Kathie Ready called the meeting to order at 7:37 p.m.
1.2 SALUTE TO THE FLAG -- President Ready led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Kathie Ready, Jim Sherman, Pat Pebelier, Peggy Sheridan and Patrick Ledesma were present.
2.O MINUTES FROM THE PREVIOUS MEETING
Director Sheridan moved to approve the minutes from the September 16, 2004, meetings Numbers 1098. Director Pebelier seconds the motion. The minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 Alameda County Sheriff's Dept. -- Deputy Finton gave statistics for the past month:

A resident asked why there have been so many stolen vehicles. Finton did not understand why but
mentioned that in some areas of San Lorenzo the streets are very dark and it is easier for thieves to
take vehicles, unnoticed.3.2 CHP -- Officer Steve Tress from California Highway Patrol reported on the following statistics:

It has been reported by several residents that there are over the weight limit for that area. Officer Tress stated that he would have patrol officers be on alert in that area.
3.3 Supervisor Alice Lai-Bitker -- Dowling reported for Supervisor Lai Bitker. There are two informational seminars being held in the Association Community Center 10/26 and 10/27 one related to the "Vial of Life" and the other to "Identity Theft". Both seminars are free. Dowling also reported that there has been a lot of concern about the Marijuana clubs that have been opening business in the unincorporated areas of San Lorenzo, Cherryland and Ashland. This item will be on the Unincorporated Meeting next week and it is a very heavy agenda. The item will be towards the end of the meeting. Supervisor Lai Bitker will be discussing putting a moratorium on any more businesses of this type opening up in the unincorporated areas.
Director Ready asked that the item be move up on the Unincorporated agenda since it is a very important issue and there will be many residents in attendance who may not want to wait until the end of the meeting to discuss this issue. Dowling said that he would suggest this to the Supervisors.
3.4 Zoning Enforcement Report -- Tona Henniger reported on zoning enforcement for the month of September -- see attachment A. Henniger also noted that at next month's meeting they will have a end of year report noting zoning enforcement from last September to September 2004. They will also have a report on fines and fees at this meeting related to zoning violations.
Director Sheridan asked about the vacant lot near Mcdonald's on Hesperian. She noted that the weeds had been taken care of , but there was still a pile of debris and a sign in the lot advertising donating your car. Henniger stated that this lot is one of the properties that they are dealing with in their fines and penalties stage. They are at their final stage with the property owner with respect to the condition of this lot and should be able to take care of everything, including the graffiti soon.
Sheridan also reported that there has been a woman who has had a garage sale in front of the San Lorenzo Glass Business for the past few weekends. Sheridan called the Sheriff's office but they stated that it was a zoning issue. Tona noted that the sheriff's could deal with this on the weekends but it is a zoning issue as well and she will look into it.
3.5 Public Comment - Items not on the Agenda -- A new resident asked about starting a Taco Truck Business in the Area. She noticed that currently there are none in the area and she wondered why. She asked if it was possible, she would like to put one up in or around the Mervyn's parking lot.
Director Ready noted that she is on the ordinance committee for the county and these types of trucks will soon be outlawed in residential areas. While she applauded the resident's business aspirations, she noted that the type of business that she wanted to open takes away from local businesses who pay taxes and usually rental fees to the property owner. A traveling business such as she is proposing takes away from local businesses and the county and the board have been fighting to get them outlawed in the San Lorenzo residential area. She suggested that she try her business at the end of Grant Ave.which is industrial and therefore would not impede on the business in and around the residential areas.
The Board also invited her to consider starting a business in San Lorenzo once the new development for the Village Square begins and they thanked her for her proposal.
4.0 FINANCIAL REPORT
4.1 Approval of September 2004 Expenditures and discussion of significant variances -- The Administrator reported that there were no significant variances to report.
Director Sherman makes a motion to approve the September 2004 expenditures, including payroll, Director Pebelier seconds. The motion carries unanimously.
5.0 LIEN AND VIOLATION REPORT -- The Administrator reported that there have no liens have been released since the September Board meeting.

6.1 Hearings
a) 17158 Via Alamitos -- inoperative/stored vehicle. Vehicle gone/Fine waived.
b) 16124 Via Conejo -- inoperative/stored. Owner to be fined and referred to attorney.
c) 16011 Via Conejo -- inoperative/stored vehicle. Owner will be fined and referred to attorney.
d) 16075 Via Primero -- inoperative/stored vehicle. Owner contacted Homes Association/gave extension to put into garage until 11/01/04.
e) 97 Paseo Grande -- dead lawn and stored vehicle. Vehicle has been registered and owner given
extension to get lawn green by 11/01/04.
f) 889 Via Enrico -- Boat and Tall Lawn. Owner to be fined and referred to attorney.
g) 1568 Via Bandoni -- Lawn tall/dead, fence and house in need of repair, painting. House in
probate; will locate probate attorney and inform him/her of condition of house.
h) 969 Via Mariposa -- Lawn dead. Owner contacted Homes Association, will be planting sod next
spring, but will get front area green and keep mowed until then; given extension til 11/01/04.
i) 687 Via Aires -- Inoperative/stored vehicle. Owner to be fined and referred to attorney.
j) 539 Grant Ave -- Addition with no plans prior to building. Research to be done as to county
approval; Association to review setbacks and revisit at November Work Session.
k) 17366 Via Andeta -- Lack of general maintenance, overgrown vegetation, items debris stored in
driveway lack of general maintenance. Owner to be fined and referred to attorney for contempt
proceedings.
l) 17314 Via Estrella -- Lack of general maintenance, house in need of paint, debris in and around
driveway and front of property. Owner to be fined and referred to attorney.
m) 372 Via Coches -- Inoperative/stored vehicle in driveway. Owner/resident contacted office and
would clean up vehicle and register by 11/1/04.
n) 16078 Via Pinale -- debris stored in and around driveway and vehicle stored in driveway. Owner
contacted Association, given extension until 11/15/04 to clear all violations.
o) 16085 Via Pinale -- Owner to register vehicle or get rid of it by 11/1/04.
6.2 Variances/Approved, Disapproved or Continued at Work Session
A. 16136 Paseo Del Campo -- Landscaping. Approved with condition to plant more vegetation in and around front yard.
B. 17112 Via Alamitos -- Room addition with setback 4' 6"(fence may have been moved due to the fact the original house has 5'setback and new addition would come off original house). Board would only approve if fence was proved to have been moved into owner's property. Administrator and Board members would measure between the two houses and would approve if setback was 10 feet between the two structures.
C. 16165 Via Milos -- Dog Fanciers permit for three (3) dogs. Board will poll other neighbors (1 complaint) to see if there are any other complaints and make a decision at the November work session.
D. 1427 Via Manzanas -- Side property line fence 5/4/3 coming off leading edge of house with 7.5 set back from the street. Board denied as submitted.
E. 1754 Via Redondo -- Second story plans (already approved in 2003) with new windows. Approved no complaints.
F. 17411 Via Carmen -- Review denial of back yard shed; owner was asked to make revisions (none presented). Denied.
G. 16006 Via Harriet -- 4 ft front yard iron fence. Denied as submitted.
H. 1980 Keller -- 4 ft (16"x16") brick posts with lights on top in front yard. Approved with height modifications I. 17237 Via Estrella -- Second story plans, already started construction, no plans submitted, no complaints thus far. If no complaints and time to file neighbor concerns expires, board will approve.
7.0 ADMINISTRATOR'S REPORT
7.1 Bockman Center follow up -- The Administrator reported that prior to members of the Association meeting with the residents and business persons from this area, the Sheriffs met with them as well as Alameda County zoning staff. They discussed options and increased enforcement and it seems to be working well.
7.2 Oro Loma follow up -- The Administrator reported that two months ago she and Oro Loma contructed a letter telling homeowners where to put their garbage and recycling cans. This information in the San Lorenzo Village newsletter and Oro Loma noted that homeowners could put cans at the edge of their driveways.
At the last Oro Loma meeting, Waste Management staff member Robert Angel, gave a 45 minute presentation on how good their drivers have been regarding placement of cans. They said drivers were being trained and were following the guidelines. The Administrator noted that Waste Management has done nothing to change the garbage pick up on Fridays, which conflicts with the Association's street sweeping day. In fact, Waste Management had suggested that the Association change its street sweeping day. The Administrator said that the Association is waiting to see if things improve on Fridays prior to taking this back to Oro Loma and Waste Management.
Director Pebelier said that last Tuesday she noted 7 houses where cans were left at edge of driveway or on the lawn and were dumped by garbage personnel and left in the roadway. The Administrator said that anytime this occurs the route Supervisor should be informed. Staff has his number and would contact him.
8.0 OTHER BUSINESS
8.1 Comments from AC Transit San Lorenzo Candidates (timed agenda item for 7:45 pm) -- Candidates for AC Transit district Ron Palmieri and Dennis Hayashi spoke and fielded questions about what each would do if he won the election for a seat on the AC Transit Board.
8.2 Input for Grant Proposal of planting 75 trees in Village
The Administrator said that she had been contacted by Jim Brown, County Arborist, about planting an additional 75 trees in the San Lorenzo area. She wanted suggestions on where these trees might be planted.
Suggestions were as follows: Along Via Alamitos, Paseo Grande overpass, Via Manzanas, and Channel Street. The Administrator noted that she would pass these suggestions onto Brown.
8.3 Approval of election schedule/procedures for 2005 -- The Administrator announced that there is one seat available this year (Sherman's seat) and handed out the election schedule for approval. See attachment B.
Director Pebelier makes a motion to approve the election schedule/procedure for 2005, Director Sheridan seconds. The motion carries unanimously.
8.4 Approval of Audit for FY 2003-2004 -- The Administrator asked if there would be any objections if this item was postponed for a month, since the Boad did not get this in time to review. There were no objections. The item would be revisited at the November 2004 Board meeting.
9.0 PUBLIC COMMENT -- Resident Dorothy Partridge announced that next Tuesday at Porky's Pizza there will be a fundraiser for Measure E. The restaurant will donate 20% of your meal to the Bond Measure. Also on Saturday October 30, 2004 the committee for Yes on E will be handing out door hangers to be distributed to different precincts. All residents are encouraged to help if they can.
Director Sheridan questioned what was going on with Autozone. She noted that Autozone looks great but the rest of the shopping center still need paint and landscaping. Director Ready stated that she has been trying to get an answer for several weeks from county staff person Daryl Gray and has not heard back from him. Director Ledesma questioned whether the owner, Lisa Lo, wasn't out of compliance from her original agreement when the Board approved Autozone in that shopping center. Dowling said that he would coordinate a meeting with Lo, Gray and the Board to get this issue resolved.
10.0 COMMITTEE REPORTS
10.1 Airport Committees - Erinie Deli gatti reported that he attended the Oakland Airport meeting and Fed Ex has agreed to take a rolling take-off from the airport which will help with less noise from 1 am to 5 am coming from that runway. This is part of their contribution to helping support the noise abatement program at the Oakland Airport.
Deli gatti also said that the Oakland Airport has aksed for and is in the works for a "CDA" approach which will require airplanes to come into the airport at a higher angle, thus reducing the noise. There will be a lot of testing and research prior to adopting this new policy and this would take approximately three (3) years.
Hayward manager, Brent Shiner, did forward a letter to the FAA discussing stage 4 aircraft. He along with Pete Stark are petitioning the FAA so that these type of aircrafts have stricter requirements, but they have not heard back from the FAA at this point.
10.2 Library Committee -- There was no meeting this month. There will be another meeting next Thursday where the consultants will be giving their reports.
The Administrator asked if San Lorenzo would still be able to apply for State funds for next year after being denied for library funding this past year. Dorothy Partridge noted that San Lorenzo would still be able to apply for some of these funds.
11.0 COMMENTS FROM BOARD MEMBERS -- The Board members thanked all the residents who were in attendance.
12.0 ADJOURNMENT -- President Ready adjourned the meeting at 9:54 p.m.
