SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1181
ANNUAL MEMBERSHIP MEETING
August 21, 2008
1.1 CALL TO ORDER -- The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, August 21, 2008. President Wulf Bieschke called the meeting to order at 7:43 pm.
1.2 SALUTE TO THE FLAG -- President Bieschke led the Board and the audience in the pledge of allegiance.
2.3 ROLL CALL -- Directors Wulf Bieschke, Mel Medeiros. Margaret Wright, Kathy Martins and Pat Pebelier.
2.O MINUTES FROM THE PREVIOUS MEETING -- Approval of Minutes of Meeting No. 1179 from July 17, 2008 and Work Session #1180 on August 3, 2008, Director Pebelier makes a motion to approve these minutes, Director Wright seconds, the motion carries unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES

Officer Tuazon reported that the law is in effect to enforce "hands free only" usage of cell phones in vehicles. He noted that "texting" is still allowed, tickets will only be issued if you are talking on your cell phone while driving.
Director Wright asked whether Tuazon was aware of two accidents that happened this month, one on Bandoni and one on Lucas and Channel. He stated that he did not have any reports. The only time he will have information, is when it is a very serious accident.
Director Medeiros asked if the CHP could watch the following areas for speeding: Hacienda Ave and Via Chiquita between Via Corolla and Via Buena Vista.
3.2 Sheriff's Department -- Deputy Liskey thanked residents for coming out to National Night Out and supporting the department. They had over 300 people attend and it was a very positive event.
Liskey stated that they have been arresting street vendors selling ice cream, shoes and other items in San Lorenzo. They went out and arrested street vendors selling ice cream, shoe sales man etc within the San Lorenzo area. He reported that they would be taking one day this coming week to crack down on any vendors in the area. He would report back on their enforcement at the next meeting.
Liskey noted the following events that would be sponsored by the Sheriffs Department:
Oct 8, 2008 the Sheriffs Citizens' Academy for all residents to learn more about the Sheriffs department.
Oct 17, 2008 The Cop Shop Barbeque is a fundraiser that helps the Sheriffs department rent out its facility at the Ashland Community Center. Tickets will be sold at the Cop Shop and the Homes Association.
Sept 16, 2008 The Alameda County Fire Department is putting on their Community Emergency Response Team training. For more information contact Marla Blagg at 510-618-3490 or marla.blagg@acgov.org
Deputy Liskey stated that the medical marijuana issue is coming back to the Board of Supervisors on September 9, 2008. He thanked the Homes Association and the San Lorenzo Community for its support of the Sheriffs Department and its stance on the issue.
3.3 Supervisor Lai-Bitker -- Staff member Gene Calderon reported that his office kicked off its San Lorenzo initiative on August 10, 2008. Staff from his office and volunteers in the community went door to door. This past weekend they were also handing out information and taking surveys at the San Lorenzo Library. They hope to get over 200 surveys complete by the residents in San Lorenzo.
Calderon reported that the BMX track was before the Hayward Area Recreational Department's (HARD) board this past month. The vote was split for approval by 2 to 2. The Skywest community came out in force and the board members listened and asked for more information. Calderon stated that they are continuing to work with Skywest, even though the BMX group has agreed to 19 conditions.
Calderon stated that the next HARD board meeting is the 1st and 3rd Monday of the month. The BMX group is still committed as is Supervisor Lai Bitker to bring this to the community. Hopefully they can get it passed in September 2008.
3.4 Zoning Enforcement Report -- County Code Enforcement left report for audience and board to review.
3.5 Public Comment - Items Not on the Agenda -- None.
4.0 FINANCIAL REPORT
4.1 Approval of July 2008, Expenditures and discussion of significant variances -- The Administrator reported that there were no significant variances. Director Martin makes a motion to accept the financial report, Director Wright seconds, the motion carries unanimously.
5.0 ADMINISTRATOR'S REPORT
5.1 Other Informational Items -- The Administrator stated that the Homes Association had recently received an email alert from the county that the Governor wants to take $700,000 in redevelopment funds from San Lorenzo to help the state budget. All our public officials are against this. The Administrator noted that our community finally has the funds and a developer interested in the Village Square, and taking these monies could ruin this development as well as others. She encouraged residents to email, fax or write our elected officials and let them know that we as a community are against this. The more calls, facsimiles etc. the better. It is not fair for the state to take these funds from our community. She will be emailing all the people who have given their information to the Association office about this issue and she encouraged residents to tell at least 10 of their friends so they can contact their elected officials as well.
6.0 OTHER BUSINESS (MOTIONS MAY BE REQUIRED)
6.1 Initial review of 997 Grant Plans (See Attachment A) -- The Administrator gave a brief history about the lot on the corner of Washington and Grant in San Lorenzo. She noted that the owner had given her a new proposal recently which would be residential only. She told the owner that the Association Board had wanted commercial only for this parcel in the past, but stated that she would bring the new proposal before the board. It would be 22 townhouse and no commercial.
After reviewing the new proposal, the board's consensus was that they wanted the parcel to remain commercial only, with no residential units.
6.2 Discussion of possible endorsement of Measure WW - Extension of Regional Open Space, Wildlife, Shoreline and Parks Bond (8 pm) -- Rick Silva, the manager of golf operations at HARD and a San Lorenzo resident spoke to the board on behalf of the issue. (See Attachment B)
Silva noted that this new measure would be a continuation of Measure AA which was passed in 1988 and is up for sunset. Measure AA brought in over 200 million to the district or capital improvements to the Hayward recreation area which included San Lorenzo.
He stated that the new bond would bring in over 500 million to our district and San Lorenzo alone is currently slated for 12 million dollars in funds for the parks in our area. HARD is also taking recommendations for funding from residents at its district office.
The Administrator noted that this is an extension of a tax that we as residents, are already paying. Our area has already lost over 100 million in funds that have been taken by the State. Measure AA will sunset soon, and we need another source to fund and improve our recreation areas.
President Bieschke asked whether these funds could be taken by the state like the redevelopment funds. Silva noted that nothing is 100% secure, however, if they could have taken the funds from Measure AA, the state would have, so he thought it was unlikely they would.
Director Medeiros makes a motion to endorse Measure AA, Director Pebelier seconds the vote is as follows:

6.3 Discussion & possible endorsement of Measure O - San Lorenzo School Bond (7:45 pm) -- Lowell Shira from San Lorenzo Unified School District spoke about Measure O, which is another bond that continues what Measure E started for the San Lorenzo schools 4 years ago. (See Attachment C)
Director Martins stated that this bond is for capital improvements and a general obligation bond. The School District was present to elicit support from the community and the board for this bond.
Director Bieschke that he needed more information about the bond prior to voting. Shira invited the board to the school campuses to see what work had been done. He also noted that he would forward more information to the board about the measure.
The consensus of the board was to make no motion at this time regarding Measure O, but to get more information and bring it back to the board in September.
7.0 COMMITTEE REPORTS
7.1 Youth Resource Committee -- Director Pebelier stated that the summer program served over 300 students at Hillside and Sunset. The grant for "Team Up" will expire at the end of the year and they are now looking for new funds to continue their after-school and summer programs. Currently there are programs for after school at Hillside and Colonial Acres elementary schools.
The group is changing its meeting date from the first Monday of the month to the 4th Wednesday of the month.

Director Martins made a motion to approve the Hearings and Variances for8/21/08, Director Wright seconds. The Motion carries unanimously.
10.0 PUBLIC COMMENT -- Director Martins made an announcement that the Children's Halloween party would be different this year. The Association is hosting a parade/party that would occur on 10/25/08. The sheriffs department would block off the streets and children would march down Paseo Grande from the Community Church to the old Mervyn's parking lot where there would be booths, a costume contest, candy and more! She invited families to come out and join the festivities.
11.0 COMMENTS FROM BOARD MEMBERS -- The board thanked residents for coming to the meeting.
12.0 ADJOURNMENT -- President Bieschke adjourned the meeting 9:30 pm.
