MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1040
August 17, 2000
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, August 17, 2000, at 7:32 p.m. in the auditorium with President Dorothy Partridge presiding over the meeting.
1.1 CALL TO ORDER - President Dorothy Partridge called the meeting to order at 7:32 p.m.
1.2 SALUTE TO THE FLAG - President Dorothy Partridge led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL - Directors Jim Spears, Dorothy Partridge, Jim Sherman, Patricia Pebelier, and Sloan were present.
2.0 MINUTES OF THE PREVIOUS MEETING -
2.1 Approval of Minutes of Meeting No. 1039, Thursday, July 20, 2000 - Director Sherman made a motion to approve the minutes, with a second by Director Pebelier, the motion passed unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES -
3.1 Alameda Countv Sheriff's Department - Terry Langdon from the Crime Prevention Unit spoke about the "National Night Out" held at St. John's Church. It was a success with 150-200 people attending the spaghetti feed. They plan on doing something different next year by using the neighborhood watches to have several barbecues and block parties throughout Alameda County. They are also preparing for the cop shop BBQ on Friday, August 25, 2000 to raise money to pay the rent for the cop shop. The prizes are a trip to Las Veaas, a jewelry certificate and a gift certificate to Strizzis. Tickets are available at the Homes Association and the Cop Shop. Dinner tickets are $10 for adults and $5 for children. The BBQ will be held at the Homes Association and the menu will be chicken and hot links. There will also be live entertainment provided by Cowboy Bill and the Posse. Sales have been down so far but they are hoping for a last minute turnout.
Deputy Lind stated the stats for 'July '99-'00: Stolen Vehicles up 42 %; Auto Theft up 73 % - The Administrator asked if "the club" were used would it deter theft. He said they do work to deter theft by making it a little more difficult to break in so they will go to another car with easier access. As stolen vehicles are usually used for rides only, for the most part, there is a 89 % recovery rate. To help in preventing burglaries he suggested that people be sure to lock their doors and make sure to remove cell phones, computers and any valuables; Robbery is down 23 %; Residential Burglary is down 9 %; Grand Theft is up 1 1 %; and Graffiti is down 28 %. The graffiti behind the Chiropractic College has been painted and is still ok. There were three bank robberies in the area and all three were caught.
3.2 CHP Department - Rob Tuazon was there as Greg Schmeck was at the Democratic National convention in Los Angeles. July 2000 stats: 105 traffic collisions in the entire county area with 24 in the village compared to 152 in the previous month; 84 DUI for the entire area; 787 tickets were written with 189 in San Lorenzo and a majority of them (85 %) on Hesperian Blvd. A lot of them were red light runners with radar survey from motorcycle officers; Parking citations 221 in county and 27 in village; Impound and storages 129 with 15 in the village area.
The Captain is writing letters for a pedestrian safety grant to begin in November. They will be asking for a board member to be a representative of the village area for the task force. They are looking for someone to have input for the village area, meeting on a monthly basis, to let everyone know how the grant is progressing and what they are going to be doing. The pedestrian safety grant has already been kicked in but not officially, with a lot of federal grant money set aside for overtime. They will be going out looking for pedestrian violations as it seems auto versus pedestrian collisions have started to rise. The reason may be due to the fact it's summertime and more people are walking around. The CHP bicycle patrol will hopefully start up again, but they would like letters of support to say you want the patrol or letters saying you don't want the patrol. They already have four officers ready to go and the Governor is really in favor of this so it's probably going to be put into effect.
There were several complaints from residents recarding speeding on Grant Avenue, especially the trucks. There is no way to enforce with radar, but their presence does seem to encourage the trucks to slow down.
3.3 Supervisor Gail Steele - Supervisor Steele had nothing to report at this time. Resident questioned why there aren't any speed limit signs on Grant (except for two). Steele to find out from Public Works department.
4.0 PUBLIC COMMENT - Harry Curlett read a prepared statement regarding how the board is elected and articles are amended. Director Partridge reminded Mr. Curlett that this has been brought up before at previous mectings. Mr. Curlett said she could gag him if she wanted, but he was allowed to finish.
5.0 FINANCIAL REPORT -
5.1 Approval of July 2000 Expenditures - Director Sherman moved with a second by Director Sloan that the Board approve the expenditures for July. The motion was passed unanimously.
5.2 Discussion of Significant Variances -
6.0 LIEN AND VIOLATION REPORT - Tabled until next mecting.
7.0 BUSINESS DEVELOPMENT REPORT
7.1 Business Development Reports - Ron Groves gave the report from Ready's minutes. (See attached copy of minutes)
It was noted that the cargo containers at the Bockman Shopping Center have been removed thanks to Daryl Gray. Also the house on Grant/Washincton has been painted.
Notes on the task force meeting: Supervisor Gayle Steele needs the Specific Plan to be in "ordinance language" before it can go to the plannina commission and the board of su ervisors. Lou Andrade is working on the Specific Plan, but due to a staff shortage, timely preparation of the plan is difficult. It was succested that a draft form from the county be available to the public. Mrs. Nelson suggested that the public needs to review the plan long before it is approved and forwarded to the county. Information was to go before the board prior to anything being sent to the county. The task force needs to evaluate the plans first, then send them to the board, and finally to the county. Resident Harry Curlett said that Bohannon should come up with the plan since it's their property.
The Business Development Committee will meet later with Bohannon and the county. They need the report from Lou Andrade, highlighting specific areas for the Specific Plan. Most people want retail businesses, but if that is not available a Plan "B" would be approached. The Specific Plan needs to be defined and Director Sherman suggested since the task force did the original plan, they should be included in the final procedures. Director Partridge said that there was a problem with the procedure and Scott Bohannon suggested he talk to the task force about the Specific Plan. Director Partridge suggested that what is needed is a vision of what the community wants along with Bohannon's input and that the Specific Plan is what the conununity wants to see, but not necessarily what is actually to be. Director Partridge said that all are agreed to put this matter on the Business Development Committee agenda.
8.0 ADMINISTRATOR'S REPORT
8.1 Director of Library Services - The Director of Library Services wants a focus group from San Lorenzo who have suggestions for what can be done with the library. It was thought that the first Tuesday or Wednesday of September the group would meet with a consultant to discuss ideas. Director Partridge said since a bond measure has passed, the library in Castro Valley is applying for funds and San Lorenzo will also apply to obtain funds. There is a need for the people on the committee to participate making suggestions and recommendations for needed library services.
9.0 OTHER BUSINESS -
9.1 Neighborhood Preservation Ordinance - Darryl Gray's evaluation, after one year, regarding the efforts and suggested changes needed, suggested alternate strategies such as talking to the Sheriff's Department, Fire Department, and Public Works for code enforcement. The housekeeping changes suggested were possibly adding language regarding parking on lawns, describing abandon vehicles, and growth restrictions of weeds and lawns. It was also suggested to contact the Fire Department regarding weed abatement. Darryl suggested a citation program for violators and not use the courts for minor charges. In September or October he will present the above changes to be made immediately. The original commitment has not been forgotten, but time and automation changes in his office are preventing any major changes until after January 2001.
9.2 Coffee Kiosk at Channel St. and Grant Avenue - Comments on this request are needed by August 23, 2000. Two weeks ago Mr. Jabar proposed a plan to move the existing kiosk in the parking lot 40 feet towards Via Lacqua to open a drive thru coffee kiosk. When the Administrator received the request she emailed the information to approximately 10 people, receiving six favorable responses feeling it would improve the center. Director Sherman's concern was the traffic on the surrounding streets. Darryl Gray said the county staff would get a use permit to address the on-site circulation and that the commercial traffic would be coming throuch whether a drive thru or regular shopping existed. After observing the parking lot access, the county would make a suggestion. He suggested that we observe the drive thru on the corner of Kelly Ave. / "B" St. / Center St. to observe the flow of traffic. Supervisor Steele seconded the suggestion that this coffee kiosk be observed at 8am to get the full impact of what happens at this busy intersection.
Director Partridge stated that with the entry only on one side, the on-site circulation of traffic was a concern along with the trucks parking and driving through the lot. Several residents expressed their concerns about the extra traffic on Grant, additional industrial traffic causing more congestion, and the trucks parking in the middle of Grant. The residents believe that having a drive-thru would only encourage more trucks to stop on Grant, creating an even larger traffic jam and increase traffic on the surrounding streets.
Director Sloan makes a motion to recommend to the county that the Coffee Kiosk at Channel and Grant not be approved. Director Sherman seconds the motion. The motion passes unanimously.
9.3 Proposed Zoning change for one site at the end of Grant from Light to Heavy Industrial - The Administrator said that this issue was brought up three meetings ago and she has since received a notice from the county that a site was purchased three months ago by a gentleman from Livermore. A notice was received where he wanted to change the zoning from light industrial (M1) to heavy industrial (M2). The board, two months ago, said that they didn't want to do this. No plans were submitted prior to the work session. The owner came to the work session tonight to talk about exactly what he wanted to do. He currently has a steel fabrication plant in Fremont that processes re-bar. Director Partridge expressed the board's concern regarding the added traffic and noise that may occur with this kind of business. Supervisor Steele also met with the board and owner about the request to change the zoning from light to heavy industrial for this site only. She didn't want to take a position on this until some questions were answered. His request would allow working outside where he is at least 1/3 of a mile from the nearest house. The main concern was the amount of truck traffic traveling on Grant which would increase due to this type of business. The board is tabling this issue until the next meeting so they can have an opportunity to look into the zoning issue. They also want to have meetings with all of the neighbors in that area and get their input as they would have to put up with all of the noise and traffic. It is necessary to contact the county to find out about the possibility of a sound wall.
Director Partridge said they would send notices to all of the residents involved, including those in the Davis tract. One of the questions was would he be relocating part or all of his operation from the Fremont location. Resident Keith Barros suggested it would be a good idea to go and observe the kind of business he has in Fremont. A major issue is if the county re-zoned this property only, what would be the future ramifications if the property were to be sold. Director Sloan asked if the county doesn't make the zoning change, will he still be able to conduct business? Supervisor Stele said the owner is aware of the current problems of the area with the extra truck traffic, noise, Arroyo High School and suggested he attend a hearing where he can explain his plans. She also wants to check and see if the zoning change is only on his business and if he were to leave could the zoning go back to the original light industrial.
9.4 San Lorenzo Aquifer water storage pilot proqram - John Partridae's progress report on the project originally reported in 1997. EBMUD has been conducting, for the past 3 years, a pilot evaluation to find the feasibility of storing large amounts of cood drinking water deep underground. The aquifer extends from San Leandro and Hayward and the idea is to inject large quantities of water 500-600 feet for emergency storage. This would be used only in the case of a drought or earthquake as a reserve water supply. Since our source of water is on the other side of the hill and has to pass over the Hayward fault, if there was a sizable rumble on the fault our water supply would be in serious jeopardy. The idea is to have an "emergency only" source of water for this area, but it will not be used as a normal day-to-day operation.
What has already happened is over 100 million gallons of water was injected into the aquifer and remained there for one to two months. It was then pumped back up and tested, where the results showed the water quality remained very high. There was no salt water intrusion for the bay due to the layers of clay between the bay and the aquifer. The other concern was ground subsidence as the water was pumped out. With regards to structures and roads cracking, this won't happen unless the natural water table is pumped out. The next step will be to inject water into the aquifer leaving it there for nine months and then checking for water quality. If the project goes through a full-scale implementation it would involve a small treatment plant with a pipeline running from the injection plant to Hesperian Boulevard.
The original test water was injected near Oro Loma, but a permanent pipeline would be on Grant Avenue or near the San Lorenzo Creek. The project wouldn't begin for another two to three years. EBMUD wants to have a public meeting in our area, probably in the Community Hall, to provide literature regarding the project and answer any questions. The water would come form the water main and if there were an emergency, the plan is to get the water back into the regular distribution system as quickly as possible.
10.0 COMMITTEE REPORTS -
10. 1 Youth Resources Committee - Director Partridge - Director Partridge announced there will be a meeting on August 20, 2000.
10.2 Airport Committee Reports - No Report.
10.3 Council on the Prevention of Drinking and Driving - Director Spears and Director Sherman will have a booth at the Zucchini Festival on Saturday but may not be on Sunday, as they need help to man the booth.
11.0 PUBLIC COMMENT - Resident Keith Barros announced that on Wednesday, August 23, 2000 at 7:00 p.m. there would be a general meeting of the Lorenzo Theater Foundation in the Community Hall. He also announced that the Second Annual Community talent show will be held on Saturday, September 9, 2000 at Bohannon School.
A resident informed the meeting that beginning in October, Tharco would begin their operations at 10:00 p.m. on Sunday nights.
12.0 COMMENTS FROM BOARD MEMBERS - None, except Director Partridoe reported she will not be at the next board meeting.
13.0 ADJOURNMENT - Director Partridge adjourned the meeting at 9:45 p.m.
