MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1127
July 20, 2006
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was
held Thursday, July 20, 2006.
1.1 CALL TO ORDER -- President Kathie Ready called the meeting to order at 7:32 p.m.
1.2 SALUTE TO THE FLAG -- President Ready led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Kathie Ready, Jim Sherman, Pat Pebelier, Patrick Ledesma and Director Wulf Biescke were all present.
2.O MINUTES FROM THE PREVIOUS MEETING -- Director Bieschke moved to approve the minutes from the June 15, 2006, meeting Number 1126. Director Sherman seconds the motion. The minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 Alameda County Sheriffs Dept. -- Deputy Litsky introduced Marcus Ortiz as a new deputy for our the San Lorenzo area. Deputy Ortiz grew up in San Lorenzo. Litsky gave statistics for the past month:

Deputy Litsky stated that the Alameda County fair this year was a huge success. He announced
that the Sheriff's annual National Night would be held August 7 , 2006 at St. John's Church on
Lewelling and invited all residents to attend. The Sheriffs annual Cop Shop BBQ will also be
held in the fall, the date is to be announced.
Litsky said that through the new Alcohol Ordinance the sheriff's department has collected $107,000. This has allowed them to work closely with ABC and oversee the applications of alcohol licensing that is coming through the county. Businesses which have had past problems or a history of selling to minors are being denied applications.
The Deputy stated that there has been a large increase for armed robberies in the entire unincorporated area. He along with other deputies have been participation in a crime suppression unit that has been out in mass for the past two weeks. As of last Thursday, they have had no armed robberies, whereas in the previous month they were having on average 3 to 4 per day. He encouraged residents to call the sheriff's office if they see any suspicious activity in their neighborhoods. His department has also started a gang suppression unit to reduce vandalism and graffiti as well as locate gang activity and crime.
Director Ready asked what happened on Via La Paloma and Nielsen last week. There were several crime units out in the area. Deputy Litsky stated that there was assault with a "deadly weapon" which occurred. The weapon involved was a baseball bat.
3.2 CHP -- Officer Hahn reported the following statistics for June 2006:

Director Ledesma asked Hahn about the trucks that are parking on Hesperian near Mc Donalds and Kennedy Park. Hahn said that he did some research and found that there was no actual violation for the trucks in that area. He suggested that the county be asked to put up signs that say "no trucks over so 'X' amount of tons". This would allow the CHP to ticket the trucks and thus curb the excessive parking.
3.3 Supervisor Alice Lai-Bitker -- Staff member, Kevin Dowling reported on the outcome of the recent State election's Library Measure. He noted that 58% of the voters in the Eden Area were in favor of it. Sixty-one percent of Alameda County voters voted to approve. This is not good indication that local residents would pass a ballot for the Library funding. We would need 66% of our voters to approve a bond for library funding.
Dowling announced that "Team Up for Youth" an organization that provides recreational activities to the unincorporated area will have a Carnival on August 19, 2006, all residents were urged to attend.
3.4 Zoning Enforcement Report -- Babcock was not in attendance. See Attachment A.
3.5 Public Comment - Items Not on the Agenda -- None.
4.0 FINANCIAL REPORT
4.1 Approval of Expenditures and discussion of significant variances -- The Administrator said there have been no significant variances since the last meeting. Director Sherman made a motion to approve the June financials, including payroll, Director Bieschke seconded the motion passes unanimously.
5.0 LIENS AND VIOLATIONS REPORT -- The Administrator noted that there have been no liens released since the last meeting.

6.0 HEARINGS AND VARIANCE ISSUES
6.1 Hearings
Revisit the following:
a) 16001 Via Alamitos -- Lack of front yard maintenance. Lawn has improved, writing to owner to
encourage more lawn seed/landscaping.
b) 15906 Via Cordoba -- Lack of Front yard maintenance. Lawn is better, keep monitoring.
c) 17342 Via Susana -- Stored/Inoperative vehicles. Refer to attorney.
d) 15970 Via Del Sol -- Lack of maint. Refer to attorney.
e) 687 Via Aires -- Lack of maint. Better; write to owner asking then to remove ALL items front front
of property.
Regular Scheduled Hearings:
1) 15901 Via Descanso -- Holiday Lights still up. Lights gone, closing.
2) 16130 Via Segundo -- No home business. Write to owner to take down all signs and revisit
in 30 days.
3) 16028 Via Segundo -- No landscaping. Just put in grass, now re-doing driveway, ask for owner to
submit plans, then close.
4) 17541 Via Anacapa -- Recreational Vehicle stored in driveway. Owner asked for 30 day extension.

5) 16145 Via Andeta -- Lack of General Maintenance, holiday lights still up, motorcycle parked on lawn,
new fence construction no plans. All violations cleared, close.
6) 16188 Hesperian Blvd. -- Lawn Maintenance. Write to owner, send water tips, revisit in 30 days.
7) 372 Via Coches -- Inoperative/stored van in driveway. Refer to attorney.
8) 17109 Via Andeta -- Rec. Vehicle stored in driveway and on lawn. Refer to attorney.

6.2 Variances
(A) 17100 Via Media -- Paint colors after repainting garage. Board to revisit at next board meeting; Owner was to repaint garage.
7.0 ADMINISTRATOR REPORT
7.1 Informational Items -- The Administrator noted that President Ready wrote a letter to the new owners of Albertson's regarding moving their store to the old Mervyn's area. (See Attachment B). Civic Partners was supposed to come back to the Board within 60 days to comment on the "new proposal". This time has expired and the Board directed the Administrator to set up a meeting with Civic to ask them why it is taking them so long to move forward.
7.2 Garbage can stickers -- The Administrator stated that she is still working on these stickers and also is working to get signs designating "school zone" near Redwood Christian School.
8.0 OTHER BUSINESS (MOTIONS MAY BE REQUIRED)
8.1 Info on County Appointments of Advisory Committee/Commissions -- The Administrator asked to postpone this item until the next meeting, as she did not have adequate time to prepare something for the Board.
Director Ledesma asked about the appointment process in appointing and firing a member on a board. The Administrator stated that most members on committees are appointed. She noted that getting "kicked off" a board is unusual. You cannot be "fired" due to voting a certain way, but you can be fired for not being a good member and communicating to the supervisor or public official who appointed you or for not attending meetings and participating as other members do.
8.2 Resignation of President Ready -- President Ready resigned due to an appointment to the Alameda Planning Commission, which would conflict with her voting as a member on both boards. (See resignation letter-Attachment C).
The Board and the Administrator presented proclamation 2006-2, in honor of Ready's participation on (See Attachment D).
Supervisor Lai Bitker had a previous engagement so her staff member Kevin Dowling presented Ready with another proclamation.
The gavel was handed to Vice President Ledesma, who took over as President.
8.3 Appointment of Peggy Sheridan to fill Ready's term through 2/07 -- The Administrator announced that Sheridan did not run in the last election, due to her intent to move in the next few years to be closer to her children and grandchildren. However, when asked, Sheridan agreed to come back as a Director to fill out Ready's term.
Director Pebelier makes a motion to accept Sheridan as Director to fill the rest of Ready's term which ends in February 2007, Director Bieschke seconds. The motion carries unanimously.
Director Ledesma requested that the Board elect a Vice President at the next monthly Board meeting in August.
9.0 PUBLIC COMMENT
Keith Barros sang two songs and spoke highly of Ready and her term as an Association Board member.
The Administrator stated that she was proud to work with Ready and appreciated all her hard work and the extraordinary time commitment she has made for the past several years.
Dr. Marion Sanchez spoke on behalf of the Rotary Club of San Lorenzo. He stated that they have raised funds for several years for scholarships for San Lorenzo youth. He wanted the Board's approval to have another fund-raising carnival. The Administrator recommended that the Rotary be put on the upcoming board agenda to discuss the fund raiser. There were no objections from the board.
10.0 COMMITTEE REPORTS
10.1 Redevelopment Committee Report Re Civic Partners and the Lorenzo Theater -- Ready noted that the Administrator has been directed to invite Civic Partners back to speak before the Association regarding the status of the Mervyn's Square development.
Ready stated that the county was recently sent pictures about the condition of the Lorenzo Theater, it is a mess and the county will follow up with the owner.
10.2 Report from Economic Development Committee -- Director Ledesma stated that the committee is moving forward in trying to keep business in San Lorenzo viable, focusing on the unincorporated area. They have been discussing how to sustain light industrial further down Grant without affecting the residents.
10.3 Blue Ribbon Steering Committee -- Director Bieschke stated that he was just appointed to the Committee by Supervisor Miley with the support of Supervisor Lai Bitker. The first meeting was only an introductory meeting, he will have more to report at upcoming Board meetings.
Resident Keith Barros stated that he is concerned about the agenda of this committee. He cautioned Bieschke to be aware of how this will affect the General Plan that has already been established.
The Administrator stated that the county staff should be present at these meetings so that there maybe more communication between county department staff.
11.0 COMMENTS FROM BOARD MEMBERS -- Each of the Board members thanked Ready for her dedication and work on the Board.
12.0 ADJOURNMENT -- President Ledesma adjourned the meeting at 9:01 pm.
