MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1126
June 15, 2006
The regular meeting of the San Lorenzo Village Homes Association Board of Directors was
held Thursday, June 15, 2006.
1.1 CALL TO ORDER -- President Kathie Ready called the meeting to order at 7:36 a.m.
1.2 SALUTE TO THE FLAG -- President Ready led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Kathie Ready, Jim Sherman, Wulf Bieschke, Patricia Pebelier and Patrick Ledesma were all present.
2.O MINUTES FROM THE PREVIOUS MEETING -- Director Sherman moved to approve the minutes from the May 18, 2006, number 1125 Director Pebelier seconds the motion. The minutes are approved unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 CHP Report -- Officer Burkes gave the following statistics for the past month's tickets/citations:

3.2 Alameda County Sheriff's Dept. -- Deputy Litsky reported the following statistics:

Director Ready said that had heard there was an attempted kidnaping on Via Del Rey, did
he know anything about this. Deputy Litsky stated that he would check with staff and report
back at the next meeting.
The Administrator asked about the status on the graffiti that occurred in San Lorenzo that was witnessed by the Association Street Sweeper. Litsky did not know the status however he would report back at the next meeting. The Administrator noted that it had been over 10 days, and she would be contacting Captain Amaral herself for the status.
Resident Peggy Sheridan asked about the strawberry vendors on the corners. Litsky said that they are not really "vendors", the people selling the produce are often underage and being paid $10 per day to sell the items. He and his department confiscated over 50 boxes of strawberries this past week, however the persons selling the items are not the culprits, it is the people providing the produce that need to be fined and arrested. He has asked that if neighbors see these "vendors" being dropped off in their neighborhoods, that they get the make, the type of vehicle and a license plate and contact the COP Shop.
Litsky announced that the Sheriff's Office's National Night Out will be held at St John's Community Church on 8/1/06. There will be a spaghetti feed and lots of activities, he invited all residents to attend. Litsky thanked the community for the attendance at the Cop Shop's annual flea market, they netted over $2,000 in proceeds from this event.
A resident asked the sheriffs' department to look into a motor home that is near THARCO at the end of Grant Ave. It is past the rail road tracks, parked on the street and being picked apart, week by week.
3.3 Supervisor Lai Bitker -- Kevin Dowling announcing that staff member Shawn Wilson had a third child. Supervisor Lai Bitker still appears to be leading in the last election, they will know more in a few days when all the ballots are counted.
Dowling also announced that the owner of the Lorenzo Manor Shopping Center is proposing to allow a tattoo and tobacco shop called Rock On to open in her center. If this facility is being allowed in the center it will need to apply for a conditional use permit since it is a piercing, tattoo and smoke shop.
The Administrator read from a previous document about that Lisa Lo agreed to with respect to businesses moving into the shopping center. (See attachment A). This document was very clear about the Homes Association and its right to review any business that would come into the Lorenzo Shopping Center.
The Administrator stated that with the Board's approval, she will go and talk with the business owner about specifics of his establishment, prior to any consideration of approval from the Association or the community.
3.4 Zoning Report -- No report this month.
3.5 Public Comment -- Resident Keith Barros said that he spoke with the Superintendent of the San Lorenzo Schools, Arnie Glassburg and is in agreement that the county Public Works Department is not working with the district with respect to the Lewelling Blvd. Project.
Barros asked that residents and the Board get School Safety Zones posted on Paseo Grande. There are none present and Redwood Christian School has been re-opened for several years at the end of Paseo Grande.
4.0 FINANCIAL REPORT
4.1 Approval of May 2006 expenditures, including payroll, and discussion of significant variances -- The Administrator noted that there were no variances for the month of May 2006 Director Sherman makes a motion to approved the May 2006 expenditures. Director Ledesma, seconds the motion carries unanimously.
5.0 LIENS AND VIOLATIONS REPORTS -- The Administrator reported there have no liens released since the May 2006 Board meeting.

6.0 HEARINGS AND VARIANCE ISSUES
6.1 Hearing Dispositions
Revisit the following properties:
a) 17338 Via San Ardo -- Front yard maintenance/debris. Fine now, closing.
b) 687 Via Aires -- Front yard Maintenance/debris. Some improvement; monitor for the next 30 days.
c) 15970 Via Del Sol -- Front yard maintenance/debris. Some improvement; Monitor for the
next 30 days.
d) 72 Via Morella -- Parking on lawn and condition of debris on porch and in driveway.
Better, but write to owner to remind not to park vehicle on lawn.
e) 1146 Via Buena Vista -- condition of front yard. Fine, closing.
f) 17117 Via Chiquita -- Condition of house and yard. Better; will keep open to monitor
ongoing maintenance of front yard.
g) 15880 Via Alamitos -- Tall lawn/Lack of Front Yard Maintenance. Asking owner to attend
July hearing and come and speak before the Board.
Regular Scheduled Hearings:
1. 15926 Via Descanso -- Multiple Violations, Trailer in driveway, inoperative vehicle. Owner
to be present at 5 pm; Owner came in; Trailer corrected, car to be corrected within 2 weeks;
will revisit then and if not corrected refer to attorney.
2. 16042 Via Primero -- Holiday lights. All violations corrected, closed.
3. 16077 Via Pinale -- Front lawn maintenance. Refer to attorney.
4. 16130 Via Pinale -- Multiple violations, Inoperative vehicles in driveway, debris in cars and in
driveway. Owner contacted us; giving 30 days to correct all violations.
5. 16106 Via Pinale -- Lack of front yard maintenance and items in driveway. Owner contacted
us; giving 60 days to landscape yard.
6. 16038 Via Pinale -- Inoperative vehicle and lack of front yard maintenance. Yard mowed, but
revisit inoperative vehicle and issue of painting residence in 60 days.
7. 550 Via Mirabel -- Lack of front yard maintenance, lawn dead. Refer to attorney.
8. 673 Via Mirabel -- Multiple violations/Lack of front yard maintenance. Refer to county and
research location of owner; revisit status in 30 days.
9. 16001 Via Alamitos -- Lack of front yard maintenance. Revisit in 30 days.
10. 17064 Via Alamitos -- Lack of front yard maintenance. Refer to attorney.
11. 17071 Paseotiempo -- Inoperative/stored vehicles in driveways (yes both driveways). Giving
owner 60 days to get all vehicles registered, revisit then.
12. 17203 Via Magdalena -- Inoperative/stored vehicle in driveway. All violations cleared,
closing.
13. 17208 Via Alamitos -- Lack of front yard maintenance and fence in disrepair. Lawn now
maintained, but getting dry and fence needs repair, revisit in 60 days.
14. 15906 Via Cordoba -- Lack of front yard maintenance, lawn tall. Revisit in 30 days.
15. 17392 Via Chiquita -- Lack of front yard maintenance. Refer to attorney.
16. 17342 Via Susana -- Inoperative vehicles in driveway. Tenants and Owner contacted us;
giving 30 days to maintain, register vehicles.
17. 2192 Bockman -- Lack of General maintenance, Garbage cans left out /tall lawn. Administrator to make contact with owner, report back in 30 to 60 days.
18. 1119 Bockman -- Lack of yard maintenance, Lawn tall. All violations cleared, closed.
19. 16173 Via Lupine -- Multiple violations, Debris stored on porch, inoperative vehicles in
driveway. Tenants contacted Association; working with county to clear all violations; will
revisit in 60 days.
20. 1387 Via El Monte -- Inoperative vehicle in driveway filled with debris. Refer to attorney.
Variances:
1. 16031 Via Del Sol -- Second Story Addition. Approved.
2. 15895 Via Media -- Car port. Revisit next month, ask owner to bring in plans.
3. 15836 Paseo Del Campo -- Owner wants to replace the chain link fence with wood or wrought
Iron. Owner came in and talked to the board; Administrator to visit the sight, with Board
members to discuss appropriate fencing materials, heights and set backs, and will approve if
meet criteria.
Director Ledesma moves to approve the Hearings and Variance decisions. Director Pebelier seconds, the motion carries unanimously.
7.0 ADMINISTRATORS REPORT
7.1 Informational Items -- The Administrator announced that there is a bill in the State Senate 551 which started out as a way to give Home Owners in Associations more education, however it has been floating around in the State legislature for 2 years and now and it has become a bureaucratic nightmare, which would assess each homeowner $10 to $20 dollars without giving any credit to professional management companies. She noted that she and other homes associations groups are continuing to fight this.
8.0 OTHER BUSINESS
8.1 Bockman Project -- Phil Kerr from the Olson Company made a presentation before the board showing schematic designs of 25 feet versus 26 feet for the proposed town homes. He noted that the town homes would be from 1450 square feet to 1650 square feet and would have 3 to four bedrooms. He noted that the Olson company would be selling these homes at market rates.
Kerr reported that the importance of the extra foot of height would be for the roof design and waterproofing. The height of the ceiling also tends to be more pleasing to potential buyers. The homes on the upper level would have a 9ft plate versus a 8 ft plate. This creates the feeling of a "home" versus a "town home".
The audience had questions about the look, whether a "flat roof" was part of the plan if an extra height could not be achieved and the issue of "waterproofing" with the additional height. Kerr explained that a "flat roof" was never part of the plan and the extra foot was considered due to waterproofing of the roofs and warranty issues, as well as design and aesthetics. He noted that the height of the peak would not be seen from the street and reiterated that the design and height of windows etc. would remain the same. The only difference from the outside would be the peak which would be at 26 feet instead of the original 25 feet.
Director Ready asked if Kerr and/or the Olson Company had contacted the Hayward Airport. Kerr noted that they had contacted the Hayward Airport and his plans must go through the impact board to be approved and reviewed prior to approval. He also stated that the Olson company would be conducting more neighborhood meetings with the neighbors adjacent to the project about the designs.
Resident Don Clowser noted that if the height would not affect the residents and would make the buildings more aesthetically pleasing and of better quality, he would see no reason not to approve the extra foot for the peak of the buildings.
Director Sherman made a motion to approve the 26 ft height limit as proposed by the Olson Company, Director Bieschke seconded. The motion is approved unanimously.
Director Ledesma and all the board members thanked Mr. Kerr for his support and his presentation. Kerr asked residents to let him know if they know of good retail willing to come into their proposed development area.
8.2 Update on Civic Partners latest proposal -- President Ready reported that the Board and Administrator met with the President and CEO of Albertsons when they were touring the San Lorenzo store. Both the President and CEO were very impressed with the community and the store in San Lorenzo. They were talking about building a new store in San Lorenzo, rather than add onto the existing site. It is very possible that they would be willing to build this store in the Mervyns site. They are speaking with Civic Partners and hopefully we will know something by the end of the month. The Administrator noted that Civic Partners must renew their contract in December of this year, so we would definitely know something by then.
Kevin Dowling asked if the old store is moved to the Mervyns site, would this mean more housing. Director Ledesma noted that this would not affect the amount of housing. If the Albertsons moves, the area would remain commercial.
9.0 PUBLIC COMMENT -- Resident Keith Barros noted that the county plan to put a deflector on Lewelling Blvd has brought up some issues. The county claims that this will not have a significant impact on noise in the area. Barros noted that the area is already "well above" what is normal for the noise criteria and it is adjacent to San Lorenzo High School. He said that the San Lorenzo Unified School District is pushing for noise mitigation to correct the current situation and the potential exasperation of noise that will occur with a deflector.
10.0 COMMITTEE REPORTS
10.1 Airport Committee -- There was no report this month.
10.2 Library Committee -- Director Biescke reported that Proposition 81, the Library Bond did not pass in the recent Primary Election. He noted that in Alameda county, it did pass with over 61% of the voters approving it. Alameda county was one of a few counties where the Proposition passed. Biescke noted that the committee is still meeting and will try other ways to get funding for the Library.
11.0 COMMENTS FROM BOARD MEMBERS -- Deputy Ledesma noted that if any resident is interested in working with Seniors, let him know. The Administrator noted that San Lorenzo day at the Fair is Monday, July 3, 2006 and invited residents to attend. She stated that the office would be getting discount tickets to the fair very soon. Residents are to call the office prior to coming in.
12.0 ADJOURNMENT -- Director Ready adjourned the meeting at 9:15 p.m.
