MINUTES
SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1197
April 16, 2009
1.1 CALL TO ORDER -- The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, April 16, 2009. President Wulf Bieschke called the meeting to order at 7:41 pm.
1.2 SALUTE TO THE FLAG -- President Bieschke led the Board and the audience in the pledge of allegiance.
2.3 ROLL CALL -- Directors Wulf Bieschke, Mel Medeiros, Margaret Wright, Richard Ogg and Kathy Martins were present.
2.0 MINUTES FROM THE PREVIOUS MEETING -- Director Ogg made a motion to approve board meeting no. 1195, regular meetings on March 19, 2009, and work session 1193 on April 21, 2009. Director Wright seconds. The motion carries unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 CHP -- Eric Morales from CHP - report for March. Director Bieschke asked if there was seat belt enforcement recently. Morales said that in a joint effort with local law enforcement agencies they have been doing a sting and they would be trying to do it once a month.

3.2 Sheriff's Department -- Paul Liskey from DSO discussed breaking up of a recent homegrown marijuana house. Liskey said these kinds of establishments help with the ruin of communities.
Liskey also discussed the involvement that ACSO had in the recent Oakland police officer funeral. ACSO helped patrol the streets of Oakland so their officers could attend the funeral and CHP patrolled all the local accidents.
There is a new program called the Crime Free housing program, in the future they will be giving public presentations. It targets urban complexes and trailer parks and is a one strike you're out rule.
There was a meth amphetamine lab broken up on Via Arriba. 4 officers were treated for exposure and all were released.
Today was an Amber Alert for a 22 month old that was taken at 150th. The father was taken into custody this afternoon and the child returned to her mother.
The ACSO is struggling with budget issues and is looking at some outside funding and grants. There is a very competitive grant that all agencies are applying for and Liskey explained it will be on an as needed basis.
Liskey also encouraged the community to attend the BOS meeting on Wednesday April 22nd. The ACSO would like to see the medical marijuana clinics follow the guidelines as set forth by the attorney general. The ACSO can only do what the community wants but he stressed that the community needs to be out to let them know what they want.
Director Medeiros thanked ACSO for their support of the Oakland police officers. He also urged the people to call and tell the BOS how good the ACSO is and how much they do in our community.
Captain Dale Amaral spoke and cautioned us not to be alarmed at the 44 million dollar budget cut and they are going to do their very best to keep the level of service we are used to but there will be some changes. Amaral stressed that Sheriff Ahern will do his very best to maintain as many of the services that he can.
3.3 Supervisor Lai-Bitker -- Shawn Wilson thanked Bill Lambert for his work on the Farmers Market. Shawn also informed everyone that from 9AM-10AM at the earth day event, prescription drugs will be collected. They need a pharmacist, a handler and the deputy to collect them.
Shawn pulled abatement tags on the north side of Bockman and the lot next to McDonalds on Hesperian. Shawn informed us it has been reported to him there is some serious and significant expansions of the Hayward airport which could have some serious impacts over the San Lorenzo Community. Should this expansion information be valid, their office would like to join with the SLVHA board to lobby the Hayward City Council.
Lisa Gudjohnson gave information on the expansion of the Hayward airport. The FAA has mandated a larger object free safety zone, which would include Golf Course Rd. The mandate is saying that the perimeter around the Golf Course is now a 4 lane highway. She was assured by Mr. Bauman, Hayward's Public Works Director, that they haven't voted on the expansion yet, however this expansion would include the end of Via Alamitos and would go all the way through Winton.
Ernie Delagetti, the Airport representative for the County of Alameda and noise forum for the Oakland and Hayward airports said Mr. Bauman has been informed by the FAA that they cannot continue with the expansion yet. The proposal was to redistribute the hangar and airport operations. One thing flagged is that the road that they want to put through cannot happen due to safety and homeland security. The whole project has to get the blessings from the FAA, the department of Homeland Security and Cal Trans. So Hayward cannot go ahead with this project at this time. Traffic is down at the airport by over 10%. Further information will be forthcoming.
3.4 Zoning Enforcement Report -- Lora Hogan worked on 37 cases. A homeowner brought up one of the properties on 15816 Via Alamitos and Hogan informed us there is an eviction notice and they have until the 21st of the month. She said there are contractors lined up to bid on the clean up.
Kathie Ready asked what it means when Hogan said there was contractors lined up to bid on the property. She was concerned that the bid process would take longer and that we would have to look at the dilapidated property longer.
6.1 San Lorenzo Farmers Market Details (TIMED AGENDA ITEM) - Bill Lambert, Alameda County Economic Development Director -- The verbal approval came 3 months ago and we now have a signed licensed agreement to operate the Farmers Market for 9 months out of the year. The operators still have to get the business license and health department approval.
John Silveira and Carle Brinkman from Pacific Coast Farmers Market brought brochures and flyers. He commented they are the most regulated food establishment in the world because of all the red tape. They are currently working with growers right now and once they have all their permits in place they will have signed contracts and would like to know what the community wants.
3.5 Public Comment (Items Not on the Agenda) -- None.
4.0 FINANCIAL REPORT
4.1 Approval of February 2009 Expenditures -- Director Wright makes a motion to approve the expenditures for March 2009, Director Medeiros seconds, the motion passes unanimously.
5.0 ADMINISTRATOR'S REPORT
5.1 Earth Day Activities -- Administrator announced we had 15 shirts left for Earth Day.
5.2 Front yard policy -- Administrator announced there would be a public meeting regarding the front yard policy. The meeting will be May 4th at 6:30 PM and everyone and anyone is welcome to attend.
5.3 Other information item -- The Administrator announced that redevelopment is looking into purchasing the church property at Via Toledo and Hacendia. The property would be purchased on a contingency basis and if the community wasn't happy with the proposal there would be a chance to rescind the offer.

6.0 OTHER BUSINESS (MOTIONS MAY BE REQUIRED)
6.2 Recommendation on proposed Alameda county marijuana ordinance -- President Bieschke urged everyone to attend the meeting on April 22nd with the BOS.
Homeowner, Brenda Carr, 17526 Via Flores, spoke regarding the exposure of clinics. She has spoken to health professionals, users, growers and the Sheriff Dept and the Alameda County Supervisor's office.
Homeowner, Kathy Adams, 17526 Via Flores, she is in an in house caregiver employed by the state of California and paid by the county. She has been working with elderly and terminally ill patients who use medical marijuana. Patients don't always smoke marijuana but many use edibles and she believes that this in increasing their quality of life. Ultimately she is looking to have medical marijuana in a medical environment.
Homeowner, Kathy Ready, Paseo Del Campo, said we need to use some good old fashioned values and good old fashioned common sense. She stated that while there are people who use medical marijuana for medicinal purposes, more use it for recreational purposes. She told of her mother who lives on Mission Blvd and used to walk by a clinic. The persons outside the clinic were not elderly or not in need but young and somewhat dangerous. Ready stated that the clinics should be run by the County and HAVE to be overseen by the Sheriff's Department.
John Rico, 17526 Via Flores, lives part time in Castro Valley and San Lorenzo and runs a cooperative in Redwood City. He believes the 9 points as read by President Bieschke and wanted to touch on the issue of encouraging cooperatives to buy from rural growers. He feels that they should be allowed to grow the legal amount. He asked the board to look into the issue and allowing the cooperative to grow the legal amount.
Administrator asked what that meant by 6-12 plants. She asked John if would recommend that the cooperative members grow their own plant at home.
Christopher Doty, 17526 Via Flores, state the fact that he is an advocate of the medical marijuana community. He has had the opportunity to work at the dispensaries and thinks stronger control needs to be in place. He wants to look at acquiring the Fairmont Hospital and wants the HOA to support and advocate them getting their permit.
Homeowner Keith Barros, 16055 Via Del Sol, and his thoughts on the whole marijuana issue is that the way the clinics are being run is irresponsible. He believes we need to push for stronger controls and advocated in the right way. He is in favor of medical marijuana and always has been.
6.3 Town Hall Meeting Summary -- President Bieschke summarized the town hall meeting and briefly summarized the top points that were discussed. Business Development, Street Sweeping and signage, Community policing (neighborhood watches), Communications and Strategy, Maintaining community standards and quality of life, CC&R enforcement. We will be seeing all these items on future agendas.
6.2 Adoption of Budget of 2009-2010 -- Director Medeiros moved to accept the budget as published in the March issue of the Village Briefs, Director Wright seconded the motion carries.
7.0 COMMITTEE REPORTS
7.1 San Lorenzo Initiative (SLI)--Director Medeiros reported on the community meeting and announced that the two issues that the SLI was focused on was Land use and Development and Early Childhood Development and Youth Resources.
Director Medeiros announced that we all have a chance to clean up our neighborhood on April 25th. He said that he was hoping for over 300 and right now we have 35. Medeiros said that through HARD, Supervisor Lai-Bitker, Deputy Sheriff Athletic League and the HOA we are working together to provide more recreation programs for our youth. We will be working together with community leaders to increase youth involvement.
7.2 Community Engagement Committee -- Director Martins announced that we had the largest community engagement committee meeting. We have an excited and enthusiastic committee and will be working on Earth Day, 4th of July, Halloween, Winterfest and expanding each of those events. Director Wright announced that Alice Lai Bitker's office will be working in conjunction with our committee for a joint effort.
7.3 Library Advisory Committee -- Director Wright reported that there was a timeline for the closure for the Library which will be closed for 4 months starting in January. Library staff reported they will try to reopen on Library week, which is April 10, 2010. The committee wants to make sure there was going to be a mural for an art project. They anticipate the library will be closed for 3 to 4 months.
8.0 LIENS AND VIOLATION REPORT -- No Report this month.
9.0 PUBLIC COMMENTS -- None.
10. COMMENTS FROM BOARD MEMBERS
Medeiros spoke about the sidewalk program and also announced that there was a Sheriff's Committee meeting the 2nd Monday of every month.
Wright is excited about the San Lorenzo Initiative. She stated that it was nice to see new faces out there. She stated that she was happy about the SLZ little league and it was great to see everyone out.
Wulf reminded all about the Alameda County Board of Supervisors meeting on the proposed Marijuana ordinance on April 22 at the Association Hall.
12.0 ADJOURNMENT -- Director Bieschke adjourned the meeting at 9:43 pm.
