SPECIAL WORK SESSION MEETING

1. Review of Civic Partner's alternate plan for Hesperian Blvd
Mr. Herrero indicated, Civic Partner's consensus (and the Homes Association's for that matter) is that we should continue to move forward with the project with or without Albertsons, but that the project would require modification. The proposal they presented to us is Plan B, which we understood to be as follows:

Plan B -- Parcels

1. Convert from planned retail to residential (approximately 75 -100 townhomes)
2. Retain planned retail/restaurant
3. Retain planned residential of 50 flats or 75 townhomes
4. Retain planned retail improvements (can't touch because of land leases)
5. Replace the planned town square with Retail
6. Retain planned Retail
7. Buy time on this parcel until we know what Albertsons/Cerberus plans to do
8. Retain dedication of this parcel to the library

The net result would amount to a reduction in residential units (maximum of 125-150 units and an approximately 30,000 square-foot increase in retail space throughout the project area.)

The Board came up with Plan C:

* We agree with the proposal of no more that 150 units of housing.

* Our number one community priority is to retain a grocery store -- Albertsons or a replacement if they choose to move.

* Given the length of time of this project, we believe that the "Town Square" must be an integral part of this project.

With this in mind we offer the following site development input.

Plan C

Parcel 1 -- (old Mervyns area) We want this site to be developed as 100% Retail, preferably 2 or 3 medium box (20,000) such as Cost Plus, Beverages & More, or TJ Max.

Parcel 2 -- (Hesperian/Paseo Grande) Currently slated for 5-10K Retail, we would suggest putting the Post Office on the ground floor, with 2 additional stories or condos above it.

Parcel 3 -- (behind #2 on Paseo Grande), Build lofts or seniors units (perhaps with parking at ground level) We would also request that a certain percentage of these units be allocated for first-time home buyers, particularly those who live or work in San Lorenzo. These funds would be provided by the Redevelopment Agency (RDA).

Parcel 4 -- Existing retail will remain as is and will be upgraded to be part of the overall project.

Parcel 5 -- (Lamps Plus) Demolish and build our 20,000 square foot Town Square. It is our understanding that the cost of $1.25 million will be provided by the RDA. We would assume that Lamps Plus could be relocated to Parcel 1.

Parcel 6 -- (Gas Station) Demolish and build Townhouses.

Parcel 7A -- (Black Angus to Albertson to the Dry Cleaners) Leave as is until the Albertsons issue is resolved. If Albertson decides to stay in the community and wants to expand they then could do so by taking space from the stores immediately adjacent to them.

Parcel 7B -- (Post office including both retail and truck operations)-Demolish and build Townhouses.

Parcel 8 -- (Library Triangle) Leave as is.

2. Improvements for Paseo Grande/Arroyo mini park
The Board asked Shamrock to come up with an alternative plan. They did not like the proposed signage.

3. Little League improvements -- See attached; Board approved. 4. Public comment
Pat Hoke and Mary Reynolds offered several comments to Plan C.
