SAN LORENZO VILLAGE HOMES ASSOCIATION
MEETING NO. 1170
ANNUAL MEMBERSHIP MEETING
March 20, 2008
1.1 CALL TO ORDER -- The regular meeting of the San Lorenzo Village Homes Association Board of Directors was held Thursday, March 20, 2008. President Bieschke called the meeting to order at 7:39 pm.
1.2 SALUTE TO THE FLAG -- President Bieschke led the Board and the audience in the pledge of allegiance.
1.3 ROLL CALL -- Directors Wulf Bieschke, Mel Medeiros, Margaret Wright, Kathy Martins and Pat Pebelier were all present.
2.O MINUTES FROM THE PREVIOUS MEETING -- Approval of Minutes of Meeting No. 1168 , the regular board meeting on February 21, 2008, and the work session meeting No. 1169 March 13, 2008. Director Martins makes a motion to approve the minutes for the board meeting No. 1168 and work session No. 1169, Director Pebelier seconds, the motion carries unanimously.
3.0 COMMENTS FROM PUBLIC AGENCIES
3.1 CHP -- Officer Tuazon was unable to attend the meeting due to other meeting conflicts, however he left the following report:

3.2 SHERIFF'S DEPARTMENT -- Officer Liskey reported the following statistics(see Attachment A):

Deputy Liskey reported that there will be a community clean up run by Supervisor Miley, on 4/19/08, he invited all residents to participate. They will be meeting at Meek Estate at 9 am on that morning.
Director Martins noted that there are vendors selling items out in front of the Grant Elementary and Bohannon Middle school every day after school. Liskey stated that they would look into this.
3.3 Supervisor Lai-Bitker -- Staff member, Kevin Dowling, reported that the unincorporated meeting has been cancelled for next month. Dowling noted his office needs recommendations for agenda items for upcoming meetings. The April meeting will have both the alcohol ordinance and the garage conversion ordinance on its agenda.
The Administrator stated that she would like to see a standing agenda item regarding issues that are overturned by the Board of Supervisors to be discussed at an unincorporated meeting. In other words, the findings for why a decision is made.
Dowling announced that there will be a meeting on 4/2/08 at the San Lorenzo High School discussing the proposed changes of the FEMA flood control map and how it will affect San Lorenzo residents.
3.4 Zoning Enforcement Report (See Attachment B).
3.4a Presentation for Nancy Van Huffel for her 20 years of service -- The Board and Supervisor Alice Lai-Bitker presented the Administrator with resolutions commending her on her 20 years of dedication and service to the San Lorenzo Village Homes Association.
3.5 Public Comment (Items Not on the Agenda)
Resident Keith Barros reported that he recently found out that Trader Joes in Castro Valley is possibly looking to open up a new store. The Board asked Kevin Dowling to check into this and report back at the next meeting.
Patricia Juarez from 1180 Bockman Rd stated that she got a letter regarding a violation and she wanted to address it before the board. She had been sited for a "blue tarp"on her car when it was really a "blue car cover" and the car is registered and working. She was also sited for her fence, which has been in disrepair for many years, however she has been out of work and just became employed recently. She noted that she did not contact the Association. The Administrator asked her to contact staff and that we would work with her on any outstanding violations.
Resident Frank Peixoto stated that the "no trucks" sign on the upper part of Grant Avenue is in the wrong place. Dowling noted that he would look into this.
Resident Kathie Ready said that the new AT&T box that was installed on Paseo Grande already has graffiti on it. She suggested that the company be fined if they do not inspect regularly for graffiti and clean up these boxes.
4.0 FINANCIAL REPORT
4.1 Approval of February 2008 Expenditures and discussion of significant variances -- The Administrator reported that there were no significant variances. Director Martins makes a motion to accept the financial report, Director Wright seconds the motion carries unanimously.
5.0 ADMINISTRATOR'S REPORT
5.1 Informational Items -- The Administrator reported that the AT&T boxes were brought up at the Unincorporated meeting last year with recommendations that the boxes comply with design guidelines. She was informed last week the only requirement that AT&T needs to install these boxes is a county permit, however they are supposed to notify the homeowner prior to the installation.
Resident Esther Jorgenson stated that the AT&T box on Arriba was put on a concrete pad which would make it hard to landscape around it. Resident Keith Barros suggested that the board ask AT&T to come up with some type of art work that would deter graffiti on these boxes.
5.2 Report of joint San Lorenzo School and Association-joint Board Meeting -- The Administrator reported that Supervisor Lai Bitker had invited both the Association Board and the School Board to come together to discuss the issue of health for the youth in our community. She reported that the last meeting was very informative and was well received by all who attended. They are planning future meetings to continue the discussions.
6.0 OTHER BUSINESS (MOTIONS MAY BE REQUIRED)
EALI Community "Charrette" -- There is a "Community Charette" that will be held on Saturday, April 5, 2008 at the Eden United Church of Christ in Hayward. This Charrette is very important and San Lorenzo residents should attend. Community members from throughout the unincorporated Alameda county are being asked to attend and come to a consensus about a vision for the future of the area.
The Administrator said that there will be 24 items on the agenda for this meeting. Among the issues is a consideration of a "Super" Municipal Advisory Councils (MACs)for the areas. Other issues considered will be related to governance, health care access, neighborhood atmosphere, beatification and safety. The Administrator reiterated that it is extremely important that residents attend. Our community needs to have a voice in this process, the more people who attend and vote on issues important to our community, the better. We need to vote for better governance issues for our area. The Administrator noted that the votes would be taken by 11 am with the meeting starting at 9 am. She stated that you can vote if you are 11 years of age or older, so she encouraged residents to bring their older children. The Administrator noted that she will be emailing the notice to everyone who has given her their email address.
President Bieschke noted that residents will be voting for the top five issues they think are important to concentrate on first. He noted that the issue of the Planning Commissioners is an important one. The majority of the members on this commission should be from the unincorporated areas that they serve. Four out of the seven members should be from the unincorporated area. There is also a suggestion for a community "manager" for the unincorporated area. This person would help coordinate governance issues.
Resident Kathie Ready said that it is important that residents who attend are informed. Residents need to be knowledgeable about the issues so they can make informed decisions about the issues presented to them.
Director Martins stated that the suggestion of "Super" MACs would further split San Lorenzo, Ashland, Cherryland and Castro Valley. She would suggest residents take a serious look at this recommendation before approving it.
Resident Dorothy Partridge said that funds are needed for the San Lorenzo library. She reported that only 41% of the residents that are being serviced by this library are from San Lorenzo, the other 59% are from the other unincorporated areas around San Lorenzo. There are only two libraries in west Alameda County. The San Lorenzo library and the Castro Valley library. We need more funding for libraries in our area.
The Administrator asked if it was the consensus of the Board to write something up for the upcoming Association newsletter that would outline this charrette. She would also highlight the following issues: Opposition to additional MACs; increase government accountability; increase library funding for the area; consider hiring a community manager; and provide for at least four of the seven planning commissioners to be from the unincorporated area.
The Board consensus was to have the Administrator write such an article outlining the issues as stated for the upcoming newsletter.
6.2 Discussion of Sycamore trees in San Lorenzo -- President Bieschke stated that it was suggested that when a resident gets county approval to remove a front yard tree, that they be required to put in a sycamore tree as their first choice.
Resident Kathie Ready, who represents San Lorenzo on the tree committee, noted that the tree ordinance fines homeowners who take out front yard trees or cut them without permits. However, it does not require them to replant a sycamore tree. She recommended that the county require residents who remove a front yard tree and do not have power lines over their respective properties, to replant a sycamore. She requested that the board direct the Administrator to send a letter to the county arborist, Inta Brainerd, suggesting replanting of sycamores in front yards that have removed trees and do not have power lines overhead.
The consensus of the board was to direct the Administrator to draft a letter to the county arborist, encouraging residents in San Lorenzo to plant sycamores.
6.1 Draft Budget FY 2008-09 -- The Administrator handed out the draft budget to residents in attendance. She noted that there is a suggested increase in assessments for 2009 from $85.00 to $100 per year. This increase is due to the following reasons: construction and roofing costs have gone up; parking lot paving is up $2.00 per square foot; the Association is being required to upgrade its community hall kitchen to current code for a commercial kitchen. This will take over $40,000.00 to complete. All of these items will deplete our reserves. The Association income will also be affected in 2008/09 due to slow home sales and fewer transfer fees.
The Administrator stated that the draft budget will be in the March/April newsletter and she invited residents with questions, to email or call her at the Association office. See attachment C.
7.0 COMMITTEE REPORTS
7.1 Redevelopment Committee Meeting -- President Bieschke stated that the county redevelopment decided not to continue to negotiate with Civic Partners for the old Mervyns area. They are now working on using the funds for a new streetscape on the Hesperian corridor. They are suggesting underground electrical for the area and have asked Supervisor Lai-Bitker to help get PG&E on board with the project.
7.2 Library Advisory Committee Meeting -- Redevelopment has agreed to use some of its funds to start a remodel of the library. More information will come at a later date.

1. 16104 PASEO DEL CAMPO -- Multiple/Lack of Gen Maint-Owner contacted us, all violations clear except for a tire and a box that were left out front, asking owner to remove these items.
2. 16075 VIA CONEJO -- Other-comments-Owner brought in plans, closing.
3. 670 VIA MIRABEL -- Build exterior-REVISIT-Administrator to contact owner, and county zoning, revisit in 60 days.

Director Martins made a motion to approve the Hearings and Variances Director Sherman seconds. The Motion carries unanimously.

11.0 COMMENTS FROM BOARD MEMBERS -- The board thanked everyone in attendance.
12.0 ADJOURNMENT -- President Bieschke adjourned the meeting 9:48 PM.
